구미시는 12일 시청 대회의실에서 경상북도, 한국과학기술연구원(KIST), 서울대학교 반도체공동연구소, 포항공과대학교, 나노융합기술원, DGIST 차세대센서·반도체연구소, 국립금오공과대학교, 경운대학교 등 연구·교육기관과 KEC, 한화시스템, LIG넥스원 등 반도체·방산 기업이 참여한 가운데 '국방반도체 자립화 및 생태계 조성을 위한 업무협약(MOU)'을 체결했다. 

협약에 따라 참여 기관들은 국방반도체 연구개발(R&D) 과제 발굴·기획, 시험·실증, 사업화 지원, 전문인력 양성 등 전 주기에 걸쳐 역할을 분담하고, 단계별 단절을 최소화하는 유기적 협력 체계를 구축하기로 했다. 연구 성과가 실질적인 상용화로 이어지는 ‘끊김 없는 협력 구조’를 구현하겠다는 전략이다.

이번 협약은 대통령실 주관으로 1분기 내 발표 예정인 '국방반도체 국산화 및 생태계 조성 방안'과도 궤를 같이한다. 중앙정부 정책 기조에 선제적으로 대응하며 지역 차원의 실행 모델을 제시했다는 점에서 주목된다.

구미시는 비수도권에서 유일하게 ‘반도체 국가첨단전략산업 특화단지’와 ‘방산혁신클러스터’를 동시에 보유한 도시다. 이를 기반으로 국방반도체 생태계 조성을 위한 인프라를 단계적으로 확충해왔다.

총사업비 396억 원 규모의 '반도체 소재·부품 시험평가센터'와 167억 원 규모의 '첨단방위산업용 시스템반도체 실증기반' 구축을 추진 중이며, 중소·중견기업의 기술개발과 사업화를 지원하는 체계를 마련하고 있다.

또한 2026년부터 KIST와 공동으로 75억 원 규모의 '국방 반도체 및 관련 분야 공동연구사업'을 본격 추진한다. 초격자 화합물반도체 센서 등 핵심 기술의 국산화를 목표로, 올해 상반기부터 연구개발에 착수할 계획이다.

구미시는 이번 협약을 계기로 공동 연구개발과 국책사업 컨소시엄 구성을 구체화해 가시적 성과를 도출한다는 방침이다. 경북·구미가 국방반도체 자립이라는 국가적 과제에 현장에서 해법을 제시하는 지역으로 자리매김하고, 대한민국 국방산업 공급망 재편의 전략 거점으로 도약하겠다는 구상이다.

김장호 구미시장은 “국방반도체는 국가 안보와 직결된 전략 산업”이라며 “구미의 반도체·방산 인프라와 산·학·연 역량을 결집해 기술 자립 성과를 창출하고, 국방산업 경쟁력을 높이는 거점 도시로 도약하겠다”고 밝혔다.

Major domestic research institutes, universities, and key semiconductor and defense companies have gathered in Gumi to formalize a cooperative framework for achieving technological independence in defense semiconductors. With defense semiconductors, often referred to as the "brains" and "nerve networks" of weapon systems, relying over 99% on foreign countries, Gumi City has embarked on establishing a practical self-reliance model.

On the 12th, Gumi City signed a "Memorandum of Understanding (MOU) for Defense Semiconductor Self-Reliance and Ecosystem Creation" in the City Hall conference room. The agreement was joined by research and educational institutions including Gyeongsangbuk-do Province, the Korea Institute of Science and Technology (KIST), Seoul National University's Semiconductor Research Institute, Pohang University of Science and Technology, Nano Convergence Technology Institute, DGIST's Next-Generation Sensor and Semiconductor Research Institute, Kumoh National Institute of Technology, and Kyungwoon University, along with semiconductor and defense companies such as KEC, Hanwha Systems, and LIG Nex1.

Under the agreement, the participating organizations will share responsibilities across the entire defense semiconductor R&D cycle, from project discovery and planning to testing and demonstration, commercialization support, and professional training. They will establish an organic cooperative system that minimizes disruptions at each stage. The strategy is to create a "seamless cooperative structure" that will lead research results to practical commercialization.

This agreement is also aligned with the "Defense Semiconductor Localization and Ecosystem Creation Plan," scheduled to be announced within the first quarter by the Office of the President. It is noteworthy for proactively responding to central government policy directions and presenting a regional implementation model.

Gumi City is the only city outside the Seoul metropolitan area to possess both a "Semiconductor National Advanced Strategic Industry Specialized Complex" and a "Defense Innovation Cluster." Building on this foundation, the city has been gradually expanding its infrastructure to foster a defense semiconductor ecosystem.

The city is currently pursuing the establishment of a "Semiconductor Materials and Components Testing and Evaluation Center" with a total project cost of KRW 39.6 billion and a "System Semiconductor Demonstration Base for Advanced Defense Industry" worth KRW 16.7 billion. It is also establishing a system to support technology development and commercialization for small and medium-sized enterprises (SMEs).

Furthermore, starting in 2026, a joint "Defense Semiconductor and Related Fields Joint Research Project" worth KRW 7.5 billion will be launched in collaboration with the Korea Institute of Science and Technology (KIST). The goal is to domestically produce core technologies, such as superlattice compound semiconductor sensors, and R&D is scheduled to commence in the first half of this year.

Gumi City plans to use this agreement as a catalyst for joint R&D and the formation of a national project consortium to produce tangible results. The plan is for Gyeongbuk and Gumi to establish themselves as a region offering on-site solutions to the national challenge of achieving self-reliance in defense semiconductors and to become a strategic hub for the restructuring of the South Korean defense industry supply chain.

Gumi Mayor Kim Jang-ho stated, “Defense semiconductors are a strategic industry directly linked to national security,” and added, “We will combine Gumi’s semiconductor and defense infrastructure and the capabilities of industry, academia, and research to create technological independence and leap forward as a hub city that enhances the competitiveness of the defense industry.”
