경상북도는 5일 도청 사림실에서 삼성전자·삼성물산과 함께 ‘경상북도-삼성 청년 지원 CSR 협력’ 업무협약을 체결했다고 밝혔다.

이날 협약식에는 이철우 경북도지사를 비롯해 송규종 삼성물산 사장, 김홍락 삼성물산 상무, 이경민 삼성생명 고문, 정효명 삼성전자 부사장, 하헌재 삼성전자 상무 등 삼성 주요 임원진과 청년단체 대표 등 50여 명이 참석했다.

이번 협약은 삼성의 사회공헌(CSR, 기업의 사회적 책임) 활동과 경상북도의 행정·재정 지원을 연계해 지역 청년 지원 체계를 확대하기 위해 마련됐다. 삼성은 그동안 삼성청년SW·AI아카데미, 삼성드림클래스, 스마트공장 지원, C-Lab Inside·Outside 등 다양한 사회공헌 프로그램을 통해 청년 교육과 창업 지원을 이어왔다.

협약에 따라 세 기관은 삼성에서 선정·지원해 온 ‘청년희망터’에 대한 경북도의 후속 지원과 ‘삼성 희망디딤돌 경북센터’ 환경 개선 등에 협력하기로 했다.

‘청년희망터’는 지역 문제 해결을 위한 공익활동을 수행하는 비영리 청년단체를 지원하는 사업으로, 경북에는 현재 18개소가 운영되고 있다. 경상북도는 삼성의 초기 지원 이후에도 청년단체가 지역에서 지속적으로 활동할 수 있도록 다양한 후속 정책을 추진할 계획이다.

주요 지원 내용으로는 청년자립마을 조성을 통한 활동 지원(1개소당 1억원), 청년행복뉴딜 사업을 통한 공간 및 프로그램 지원(7천만원), K로컬 창업스쿨을 통한 청년 창업팀 지원(최대 6,900만원), 예비 청년 창업가 대상 교육 및 창업자금 지원(2천만원) 등이 포함된다.

또한 삼성과 경상북도는 자립준비청년의 주거 지원 시설인 ‘삼성 희망디딤돌 경북센터’의 환경 개선에도 협력한다. 2022년 개소한 경북센터는 사회 진출 초기 단계에 있는 자립준비청년들의 안정적인 생활 기반 마련을 돕는 시설로, 양측은 도배와 장판 교체, 가전기기 교체 등 개·보수 비용을 공동 부담하기로 했다. 해당 시설 개선은 올해 말부터 추진될 예정이다.

이와 함께 자립준비청년을 위한 직무교육과 취업 지원 확대 방안에 대해서도 삼성과 지속적으로 협의를 이어갈 계획이다.

경상북도는 현재 자립준비청년을 위해 자립정착금 1천만원과 월 50만원의 자립수당(5년간), 대학생활자금 200만원 등을 지원하고 있으며, 진로컨설팅과 경제관 자립훈련, 자립생활 체험캠프, 주거지원 및 멘토단 운영 등 다양한 자립 지원 정책을 추진하고 있다.

이철우 경북도지사는 “이번 협약을 계기로 청년 지원 사업이 현장에서 안정적으로 운영될 수 있도록 관계기관과 협력을 이어가겠다”며 “청년들이 지역에 정착하고 자립할 수 있도록 정책 추진에 최선을 다하겠다”고 밝혔다.

Gyeongsangbuk-do Province is partnering with Samsung Electronics and Samsung C&T to support the stable settlement and independence of local youth.

On the 5th, Gyeongsangbuk-do Province announced that it signed a business agreement with Samsung Electronics and Samsung C&T for the “Gyeongsangbuk-do-Samsung Youth Support CSR Cooperation” at the provincial government office’s Sarim Room.

The signing ceremony was attended by approximately 50 people, including Gyeongsangbuk-do Governor Lee Cheol-woo, Samsung C&T President Song Kyu-jong, Samsung C&T Managing Director Kim Hong-rak, Samsung Life Insurance Advisor Lee Kyung-min, Samsung Electronics Vice President Jeong Hyo-myeong, and Samsung Electronics Managing Director Ha Heon-jae, along with other key Samsung executives and representatives of youth organizations.

This agreement aims to expand the local youth support system by linking Samsung’s CSR (corporate social responsibility) activities with Gyeongsangbuk-do Province’s administrative and financial support. Samsung has been supporting youth education and entrepreneurship through various social contribution programs, including the Samsung Youth SW/AI Academy, Samsung Dream Class, Smart Factory Support, and C-Lab Inside/Outside.

Under the agreement, the three organizations agreed to cooperate with Gyeongbuk Province in providing follow-up support for the "Youth Hope Centers" selected and supported by Samsung, as well as in improving the environment of the "Samsung Hope Stepping Stone Gyeongbuk Center."

"Youth Hope Centers" support non-profit youth organizations that engage in public service activities to address local issues. Currently, 18 centers are operating in Gyeongbuk Province. Gyeongbuk Province plans to implement various follow-up policies to ensure that youth organizations continue their activities in the region, even after Samsung's initial support.

Key support measures include activity support through the creation of youth self-reliance villages (KRW 100 million per location), space and program support through the Youth Happiness New Deal project (KRW 70 million), support for youth startup teams through the K-Local Startup School (up to KRW 69 million), and training and startup funding for aspiring young entrepreneurs (KRW 20 million).

Furthermore, Samsung and Gyeongsangbuk-do will collaborate on improving the environment of the "Samsung Hope Stepping Stone Gyeongbuk Center," a housing support facility for young people preparing for independence. Opening in 2022, the Gyeongbuk Center will help young people in the early stages of their careers establish a stable living foundation. Both parties will jointly cover renovation and maintenance costs, including wallpapering, flooring, and appliance replacement. These facility improvements are scheduled to begin later this year.

Furthermore, Samsung and Gyeongsangbuk-do plan to continue discussions with Samsung on ways to expand job training and employment support for young people preparing for independence.

Gyeongsangbuk-do Province currently provides support to young people preparing for independence, including a 10 million won settlement fund, a 500,000 won monthly allowance (for five years), and 2 million won for college expenses. The province also implements various self-reliance support policies, including career consulting, economic self-reliance training, independent living experience camps, housing assistance, and mentoring programs.

Governor Lee Cheol-woo of Gyeongsangbuk-do Province stated, "With this agreement as a momentum, we will continue to collaborate with relevant organizations to ensure the stable operation of youth support programs on the ground. We will do our utmost to implement policies that enable young people to settle in the region and become self-sufficient."
