이번 사업은 농식품부가 지역 식품산업 경쟁력 강화를 위해 추진하는 신규 국가정책으로, 전국 6개 시·도가 참여한 가운데 서면·현장·발표 평가를 거쳐 경북도와 전남도 등 2곳이 최종 선정됐다.

경북도는 마·생강·오미자·헴프씨드 등 지역 특산물을 활용한 고령친화식품과 건강기능식품 육성 전략, 공유형 식품공장 구축 계획 등을 구체적으로 제시해 높은 평가를 받았다. 특히 전국 최대 수준의 농산물 생산 기반과 다양한 식품 가공산업, 국가식품클러스터와의 연계 가능성 등이 강점으로 작용했다.

도는 산·학·연·관 협력체계를 구축해 올해 3억 5천만 원을 투입, 네트워킹 및 기업 혁신성장 지원사업을 추진하고, 2027년부터는 총 42억 원을 투입해 공유형 식품공장 구축 등 클러스터 조성 사업을 본격화할 계획이다.

공유형 식품공장은 식품기업이 별도의 생산시설 없이도 제품 개발과 시험 생산을 수행할 수 있는 공동 활용 시설로, 경북바이오산업연구원 내 약 1,885㎡ 규모로 조성될 예정이다.

선정 지역에는 협력체계 구축과 운영을 비롯해 식품 창업, 기술개발 및 상용화 지원, 시설·장비 공동 활용, 판로 개척과 수출 확대 등이 지원된다. 아울러 K-푸드 창업사관학교 등 국가식품클러스터 사업과 연계해 창업부터 생산·판매·수출까지 전주기 지원체계도 운영된다.

특히 공유형 식품공장은 농산물 전처리부터 가공·포장까지 가능한 인프라를 제공해 초기 투자 부담이 큰 중소 식품기업과 청년 창업기업의 진입 장벽을 낮출 것으로 기대된다. 이를 통해 시제품 제작과 시험 생산, 품질관리, 공동 물류까지 지원함으로써 신제품 개발과 시장 진출을 촉진할 전망이다.

North Gyeongsang Province The province plans to establish a collaborative system involving industry, academia, research institutes, and government. It will invest 350 million won this year to promote networking and support projects for corporate innovation and growth, and starting in 2027, it plans to invest a total of 4.2 billion won to fully launch cluster development projects, including the construction of a shared food factory.

The shared food factory is a jointly utilized facility that allows food companies to conduct product development and trial production without the need for separate production facilities. It is scheduled to be constructed within the Gyeongbuk Bio-Industry Research Institute, covering an area of ​​approximately 1,885 square meters.

The selected regions will receive support for establishing and operating the collaborative system, as well as assistance with food startups, technology development and commercialization, joint use of facilities and equipment, and market expansion and export growth. Furthermore, a full-cycle support system covering the entire lifecycle from startup to production, sales, and export will be operated in conjunction with National Food Cluster projects, such as the K-Food Startup Academy.

In particular, the shared food factory is expected to lower entry barriers for small and medium-sized food companies and youth startups facing significant initial investment burdens by providing infrastructure capable of handling everything from agricultural product pre-processing to processing and packaging.
