경북도는 7일 황명석 도지사 권한대행 행정부지사 주재로 ‘중동 상황 대응 분야별 추진 상황 점검회의’를 열고, 에너지 공급망 불안과 수출입 물류 차질로 가중된 지역경제 부담을 완화하기 위한 종합 대응 방안을 점검했다고 밝혔다.
이번 회의는 중동 분쟁 장기화로 유가 상승과 소비자물가 급등이 이어지는 가운데, 기업과 서민경제 전반의 피해를 최소화하고 분야별 대응책을 체계적으로 추진하기 위해 마련됐다.
우선 민생경제 안정을 위해 상반기 시내버스와 택시 등 지방 공공요금을 동결하고, 4월 중 소득 하위 70%를 대상으로 총 4,207억 원 규모의 ‘고유가 피해지원금’을 지역사랑상품권 형태로 지급할 계획이다. 또한 물가 모니터링 요원 141명을 투입해 전통시장과 대형마트의 생필품 가격을 월 2회 점검하고, 지역 축제장의 바가지요금에 대한 특별 관리도 강화한다.
중소기업 지원도 확대된다. 중동 수출에 어려움을 겪는 도내 중소기업 171개사를 대상으로 물류비 지원 한도를 기존 700만 원에서 1,000만 원으로, 수출보험료는 400만 원에서 600만 원으로 상향했다. 도는 향후 추가경정예산을 통해 물류비를 최대 1,500만 원까지 확대하는 방안도 검토 중이다. 이와 함께 ‘관세대응 긴급경영안정자금’ 지원 대상 확대와 ‘경북버팀금융’ 우대 정책을 통해 중소기업과 소상공인의 자금난 해소를 지원할 방침이다.
에너지 가격 안정화 조치도 병행된다. 도는 지난 3월부터 석유제품 불법유통과 매점매석 행위를 집중 점검하고 있으며, 민·관 협의를 통해 지역 에너지 가격 안정 방안을 모색하고 있다. 아울러 3월 27일부터 시행된 ‘석유 최고가격제’ 준수 여부를 점검하고, 4월 8일부터 공공기관 승용차 2부제와 공영주차장 5부제를 시행해 에너지 절감에 나선다.
농어업 분야 지원도 강화된다. 영농철을 맞아 비료와 농업용 필름, 축산 사료 가격을 안정적으로 관리하고, 어업인에게는 25억 8천만 원 규모의 면세유를 긴급 지원할 계획이다. 또한 도서지역 주민들의 운임 부담 완화를 위해 국비 지원도 정부에 건의한 상태다.
황명석 권한대행은 “중동 상황의 불확실성이 지속되는 만큼 지역경제 피해를 최소화하기 위해 모든 가용 자원을 총동원하겠다”며 “소상공인과 중소기업, 농어민이 이번 위기를 극복할 수 있도록 매주 점검을 통해 실효성 있는 대책을 신속히 추진하겠다”고 말했다.
