이번 조치는 기온 상승에 따른 지반 약화로 붕괴·낙석 등 해빙기 사고 위험이 커지는 가운데, 지난해 초대형 산불 발생 1주기를 맞아 유사 재난을 사전에 차단하고 도민의 생명과 재산을 보호하기 위한 선제 대응 차원에서 마련됐다.

추진단은 안전행정실장을 단장으로 구성되며, 도내 각종 시설물에 대한 안전점검과 재난 예방 활동을 총괄한다. 특히 부서 간 협업 체계를 강화해 점검 결과를 공유하고, 중복 점검을 줄이는 동시에 위험요인에 대한 신속한 후속 조치가 가능하도록 일원화된 관리체계를 구축할 방침이다.

경북도는 ▲도민 생명 보호 ▲시설물 점검 ▲하계 재난사고 대비 등 3대 분야, 20개 세부 과제를 중심으로 현장 밀착형 예방 활동을 추진한다.

먼저 ‘도민 생명 보호’ 분야에서는 경북형 주민대피시스템을 고도화해 스마트 알림, AI 자동전화, 주민 안심콜, 순찰 앱 등을 도입하고, 시군별 1~2개 마을을 대상으로 시범 운영한다. 아울러 도내 사업장을 대상으로 안전 감찰과 안전보건지킴이 사업을 병행하고, 국비 14억 원을 투입해 중대재해 예방 사각지대 해소에도 나선다.

‘시설물 점검’ 분야에서는 봄철 지역축제장과 다중이용시설, 여객자동차터미널 등을 집중 점검하고, 노인요양시설과 장애인주거시설 등 취약계층 이용시설에 대한 안전관리도 강화한다. 해빙기 점검에서 발견된 위험요인에 대해서는 보수·보강 등 후속 조치를 신속히 추진할 계획이다.

‘하계 재난사고 대비’ 분야에서는 집중호우와 폭염 등 여름철 자연재난에 대비해 재난 예·경보 시스템의 정상 작동 여부를 사전 점검하고, 침수 취약지역과 하천 범람 우려 구간, 산사태 위험 지역에 대한 점검을 강화한다. 배수시설과 옹벽, 사면 등 기반시설 정비 상태도 집중 관리한다.

특히 산불 피해지역을 중심으로 2차 피해 예방에도 총력을 기울인다. 경북도는 산사태 및 토사 유출 위험이 높은 지역 64개소에 대한 긴급조치를 완료했으며, 추가로 238개소에 81억 원을 투입해 응급 복구를 마쳤다. 이와 함께 총 500억 원 규모의 산사태 예방사업을 추진해 산지 사방, 계류보전, 사방댐 설치 등을 단계적으로 진행하고 있다.
