양 시도는 지난 3월 10일 대구시청에서 1차 회의를 개최한 데 이어, 7일 경북도청에서 ‘초광역 인재 양성 국비 대응 TF’ 2차 회의를 열고 본격적인 전략 마련에 나섰다.

이날 회의에는 시·도 대학정책 담당자를 비롯해 대구경북연구원, 대구·경북테크노파크, 라이즈(RISE) 센터 실무진 등이 참석해 교육부 공모사업 대응 방안을 집중 논의했다.

주요 안건으로는 △초광역 단위 인재 육성 사업(총 800억 원, 과제당 100~150억 원 규모) △초광역 공유대학 네트워크 확대 사업(총 1,200억 원, 대경권 약 195억 원 규모) 등이 다뤄졌다.

특히 미래 이동수단(모빌리티), 반도체, 로봇 등 대구·경북의 전략 산업을 중심으로 양적·질적 경쟁력과 공간 기반, 경제권 형성 가능성, 혁신 역량의 비교우위 등을 분석하고, 관련 대학의 특성화 학과 및 연구 장비 보유 현황, 연구개발(R&D) 및 기술지원 역량 등 산학연 대응 능력을 종합 점검했다.

또한 대경권 전략 산업에 필요한 인재 공급을 위해 거점대학을 중심으로 지역 대학 간 공동 교육과정 운영, 공동 연구 추진, 창업 거점 기능 수행, 시설·장비 공동 활용, 수도권과의 연계 방안 등도 함께 협의했다.

경북도는 이날 회의에서 대학을 중심으로 행정 경계를 넘어 생활권·경제권 단위의 인재 양성과 산학연 협력 체계 구축을 위한 ‘권역 연합형 허브·플랫폼 초광역 네트워크’ 모델을 제안했다. 해당 모델은 대구시와 경북도가 역할을 분담해 효율성을 높이는 데 초점을 맞추고 있다.

양 시도는 앞으로 논의된 전략을 바탕으로 TF를 대학과 기업, 연구기관까지 확대하고, 공동 국비 공모 과제 발굴 및 사업계획서 작성에 착수할 계획이다.

이상수 경상북도 지방시대정책국장은 “대구 소재 대학 졸업생이 경북 기업으로 취업하는 등 이미 행정 경계의 의미가 약화된 상황에서 개별 대응은 행정력 낭비이자 소모적 경쟁”이라며 “데이터 기반 분석과 지역의 강점·특화를 바탕으로 역할을 분담해 반드시 성과를 내겠다”고 강조했다.

The meeting was attended by city and provincial university policy officials, as well as working-level staff from the Daegu Gyeongbuk Research Institute, Daegu-Gyeongbuk Technopark, and the RISE Center, who intensively discussed response measures for the Ministry of Education’s open call projects. Key agenda items discussed included the super-regional talent development project (totaling 80 billion KRW, with 10 to 15 billion KRW per project) and the expansion of the super-regional shared university network (totaling 120 billion KRW, with approximately 19.5 billion KRW allocated to the Daegu-Gyeongbuk region).

In particular, focusing on Daegu and Gyeongbuk’s strategic industries such as future mobility, semiconductors, and robotics, the meeting analyzed quantitative and qualitative competitiveness, spatial infrastructure, potential for forming economic zones, and comparative advantages in innovation capabilities. It also comprehensively reviewed the industry-academia-research collaboration capabilities, including the status of specialized departments and research equipment at relevant universities, as well as R&D and technical support capabilities.

Furthermore, to supply the talent needed for the Daegu-Gyeongbuk region's strategic industries, discussions were held on measures centered around hub universities, such as operating joint educational programs among regional universities, promoting joint research, serving as startup hubs, jointly utilizing facilities and equipment, and establishing linkages with the Seoul metropolitan area. At the meeting held on this day, Gyeongbuk Province proposed a "Regional Alliance Hub & Platform Super-regional Network" model centered on universities to foster talent across living and economic zones, transcending administrative boundaries, and to establish a system of industry-academia-research cooperation. This model focuses on enhancing efficiency by having Daegu City and Gyeongbuk Province share roles.

Based on the strategies discussed, the two cities plan to expand the task force to include universities, companies, and research institutions, and begin identifying joint projects for state funding and drafting business plans.

Lee Sang-soo, Director General of the Local Era Policy Bureau of Gyeongsangbuk Province, emphasized, "In a situation where the significance of administrative boundaries has already weakened—such as graduates from universities in Daegu finding employment at companies in Gyeongbuk—individual responses constitute a waste of administrative resources and wasteful competition."
