경상북도는 26일 국회의원회관에서 ‘철강산업 재도약과 탄소중립을 위한 소형모듈원전(SMR)’을 주제로 국회포럼을 개최했다고 밝혔다. 이번 포럼은 김석기·김정재·이상휘 국회의원이 공동 주최하고 경북도와 경주시가 주관했다.

이날 행사에는 정동욱 중앙대 교수, 이상일 서울대 교수, 정용훈 카이스트 교수, 박홍준 동국대 교수, 남정임 한국철강협회 실장 등 산·학·연 전문가와 지역 관계자 등 50여 명이 참석해 SMR 활용 방안을 논의했다.

포럼에서는 설홍수 경북연구원 선임연구위원이 ‘동해안 원자력클러스터와 SMR 육성 전략’을, 남정임 실장이 ‘철강산업의 탄소중립과 SMR 필요성’을 주제로 각각 발표했으며, 이후 정동욱 교수를 좌장으로 전문가 토론이 이어졌다.

참석자들은 경북 철강산업이 중국산 저가 제품 유입과 전기요금 상승, 글로벌 탄소 규제 강화 등 복합적인 도전에 직면해 있다고 진단했다. 이에 따라 수소환원제철 등 저탄소 생산체계로의 전환이 불가피하며, 이를 뒷받침할 안정적인 무탄소 전력 확보가 핵심 과제로 제시됐다.

특히 토론에서는 소형모듈원전(SMR)이 대규모 청정에너지 공급과 수소 생산 기반을 동시에 확보할 수 있는 현실적 대안으로 거론됐다. 정동욱 교수는 “철강산업의 친환경 전환은 생존의 문제”라며 “무탄소 전력과 청정수소 확보를 위해 SMR 도입이 필수적”이라고 강조했다.

경북도와 경주시는 그동안 동경주를 중심으로 문무대왕과학연구소 개원, SMR 국가산업단지 조성, 제작지원센터 설립 등 관련 인프라를 구축해 왔다. 또한 한국수력원자력의 SMR 건설부지 공모에 대응해 유치지원 태스크포스(TF)를 구성하고, 시민설명회와 자문회의 등을 통해 유치 기반을 다져왔다.

최근에는 경주시의회가 SMR 유치 동의안을 만장일치로 의결하고, 3월 25일 한수원에 신규 원전(SMR) 유치 신청서를 제출하는 등 본격적인 유치전에 돌입한 상태다.

양금희 경상북도 경제부지사는 “철강산업의 탈탄소 전환은 선택이 아닌 필수”라며 “SMR은 안정적인 에너지 공급 기반을 마련할 핵심 수단인 만큼, 관련 생태계가 구축된 경주에 유치될 수 있도록 적극 지원하겠다”고 밝혔다.

North Gyeongsang Province has launched full-scale discussions at the National Assembly level to explore energy solutions and facilitate the steel industry’s transition to carbon neutrality.

North Gyeongsang Province announced that it held a National Assembly forum on the 26th at the National Assembly Members’ Office Building under the theme of “Small Modular Reactors (SMRs) for the Re-launch of the Steel Industry and Carbon Neutrality.” The forum was co-hosted by National Assembly members Kim Seok-gi, Kim Jeong-jae, and Lee Sang-hwi, and organized by North Gyeongsang Province and Gyeongju City.

Approximately 50 experts from industry, academia, and research institutes, as well as local officials—including Professor Jeong Dong-wook of Chung-Ang University, Professor Lee Sang-il of Seoul National University, Professor Jeong Yong-hoon of KAIST, Professor Park Hong-jun of Dongguk University, and Nam Jeong-im, Director of the Korea Iron and Steel Association—attended the event to discuss ways to utilize SMRs. At the forum, Senior Research Fellow Seol Hong-su of the Gyeongbuk Institute presented on the topic of "Strategies for Fostering the East Coast Nuclear Cluster and SMRs," while Director Nam Jeong-im spoke on "Carbon Neutrality in the Steel Industry and the Necessity of SMRs." Following these presentations, an expert discussion chaired by Professor Jeong Dong-wook took place.

Attendees assessed that the Gyeongbuk steel industry is facing complex challenges, including the influx of low-cost Chinese products, rising electricity rates, and tightening global carbon regulations. Consequently, a transition to a low-carbon production system, such as hydrogen reduction steelmaking, is inevitable, and securing a stable supply of carbon-free electricity to support this was presented as a key task.

In particular, during the discussion, Small Modular Reactors (SMRs) were cited as a realistic alternative capable of simultaneously securing a large-scale supply of clean energy and a foundation for hydrogen production. Professor Jeong Dong-wook emphasized, "The eco-friendly transition of the steel industry is a matter of survival," adding that "the introduction of SMRs is essential to secure carbon-free electricity and clean hydrogen."

North Gyeongsang Province and Gyeongju City have been building relevant infrastructure centered around East Gyeongju, including the opening of the King Munmu Science Research Institute, the creation of the SMR National Industrial Complex, and the establishment of a manufacturing support center. Furthermore, in response to Korea Hydro & Nuclear Power (KHNP)’s public bidding for an SMR construction site, they formed a support task force (TF) and have been solidifying the groundwork for the bid through public briefings and advisory meetings.

Recently, the Gyeongju City Council unanimously approved a motion to host the SMR, and the city has entered into a full-scale bidding campaign, having submitted an application to KHNP on March 25 to host a new nuclear power plant (SMR).

Yang Geum-hee, Vice Governor for Economic Affairs of North Gyeongsang Province, stated, "The decarbonization transition of the steel industry is not an option, but a necessity." She added, "As the SMR is a key means to secure a stable energy supply base, we will actively support its bid to be attracted to Gyeongju, where the relevant ecosystem is already established."
