경상북도는 돌봄이 필요한 어르신과 장애인이 거주 지역에서 안정적으로 생활할 수 있도록 지원하는 ‘통합돌봄’ 사업을 오는 27일부터 전국 시행에 맞춰 추진한다고 밝혔다.

통합돌봄은 2024년 3월 법률 제정을 거쳐 2년간의 시범사업을 마친 뒤 시행되는 제도로, 의료·요양·건강관리·일상 돌봄 서비스를 한 번의 신청으로 통합 제공하는 지역사회 기반 돌봄체계다. 이른바 ‘에이징 인 플레이스(Aging in place)’ 개념을 반영해 거주지 중심의 생활을 지원하는 것이 핵심이다.

지원 대상은 노인과 고령 장애인, 65세 미만 장애인(지체·뇌병변 등) 가운데 돌봄 필요도가 높은 계층부터 우선 적용되며, 향후 중증정신질환자와 전체 장애인으로 확대가 검토되고 있다. 도는 전체 대상자를 약 75만 명으로 추산하고 있으며, 이 중 우선 관리 대상은 약 32만 명 수준으로 보고 있다.

사업 추진을 위해 경북도와 도내 22개 시·군은 관련 조례 제정과 전담 조직·인력 확충, 통합지원협의체 구성을 완료했다. 또한 2026년 예산으로 총 184억 원을 편성하고, 이 중 144억 원을 특화서비스 확충에 투입할 계획이다. 재택의료센터 28곳도 지정해 의료 인프라 보완에 나섰다.

아울러 경북행복재단을 지원기관으로 지정하고 국민건강보험공단과 협력 체계를 강화하는 한편, 시·군 및 읍면동 담당 공무원을 대상으로 역량 강화 교육도 진행해 왔다.

경북도는 2023년 의성군을 시작으로 시범사업을 확대해 지난해 9월에는 도내 전 시·군이 참여했으며, 현재까지 1,830명에게 통합돌봄 서비스를 연계했다. 읍면동 참여율도 74%까지 상승하는 등 사업 기반이 점차 확대되고 있다.

본 사업 시행에 맞춰 수행기관 선정과 읍면동 행정복지센터 내 통합돌봄 지원창구 설치도 완료됐다. 서비스 신청은 관할 읍면동 행정복지센터나 국민건강보험공단 지사를 방문하거나 우편·팩스로 가능하며, 대상자 조사와 개인별 지원계획 수립을 거쳐 최종 서비스가 제공된다.

경북도는 “살던 곳에서, 건강하게, 함께 사는 경북”을 비전으로 ‘지역사회가 주민을 돌보는 돌봄(care by community)’ 체계 구축을 목표로 하고 있다. 이를 위해 도시형·도농복합형·농촌형 등 지역 맞춤형 모델을 개발하고, 민간 주도 협력 거버넌스 구축과 AI 기반 돌봄 서비스 도입, 복지형 일자리 창출 등을 추진할 방침이다.

경상북도 복지건강국장은 “초고령사회에서 돌봄은 개인이나 가족의 문제가 아닌 지역사회가 함께 해결해야 할 과제”라며 “어르신과 장애인이 살던 곳에서 건강하게 살아갈 수 있도록 지속적인 관심과 지원을 부탁드린다”고 말했다.

North Gyeongsang Province is embarking on the full-scale establishment of a community-centered integrated care system to respond to the super-aged society.

North Gyeongsang Province announced that it will launch the ‘Integrated Care’ project on the 27th, coinciding with the nationwide implementation, to support seniors and people with disabilities requiring care so they can live stably in their local communities.

Integrated Care is a system set to be implemented following the enactment of legislation in March 2024 and the completion of a two-year pilot project. It is a community-based care system that provides integrated medical, nursing, health management, and daily care services with a single application. Its core principle is to support a lifestyle centered on one's place of residence, reflecting the so-called ‘Aging in Place’ concept.

Priority support will be applied to those with high care needs among the elderly, elderly people with disabilities, and people with disabilities under 65 (including those with physical or cerebral palsy). Future expansion to include individuals with severe mental illnesses and all people with disabilities is currently under consideration. The province estimates the total number of eligible recipients to be approximately 750,000, with about 320,000 of them designated as priority management targets.

To facilitate the project, Gyeongbuk Province and its 22 cities and counties have completed the enactment of relevant ordinances, the expansion of dedicated organizations and personnel, and the formation of an integrated support council. Furthermore, a total of 18.4 billion won has been allocated for the 2026 budget, with plans to invest 14.4 billion won of this amount into expanding specialized services. Twenty-eight home medical centers have also been designated to supplement medical infrastructure.

In addition, the Gyeongbuk Happiness Foundation has been designated as the supporting agency, and the cooperative system with the National Health Insurance Service has been strengthened. Capacity-building training has also been conducted for officials in charge at the city, county, and town/village levels.

Starting with Uiseong-gun in 2023, Gyeongbuk Province expanded the pilot project; by September of last year, all cities and counties in the province were participating, and to date, integrated care services have been provided to 1,830 individuals. The foundation of the project is gradually expanding, with participation rates in Eup, Myeon, and Dong rising to 74%.

In line with the implementation of this project, the selection of implementing agencies and the establishment of integrated care support windows within Eup, Myeon, and Dong administrative welfare centers have been completed. Applications for services can be made by visiting the relevant Eup, Myeon, or Dong administrative welfare center or a branch of the National Health Insurance Service, or via mail or fax. Final services are provided following an eligibility assessment and the establishment of individual support plans.

Gyeongbuk Province aims to establish a "care by community" system where the local community looks after residents, under the vision of "Gyeongbuk: Healthy, Living Together, Where We Live." To achieve this, the province plans to develop region-specific models—including urban, urban-rural mixed, and rural types—and promote the establishment of private-sector-led cooperative governance, the introduction of AI-based care services, and the creation of welfare-oriented jobs. The Director of the Welfare and Health Bureau of Gyeongsangbuk-do stated, “In a super-aged society, care is not a matter for individuals or families, but a challenge that the community must solve together,” adding, “I ask for continued interest and support so that the elderly and people with disabilities can live healthily in the places where they have lived.”
