계약형 지역필수의사제는 전문의가 지역 내 종합병원 이상 의료기관에서 필수과목을 진료하며 5~10년간 근무하도록 계약을 체결하고, 지역근무수당과 정주 여건을 함께 지원하는 제도다. 대상 필수과목은 내과, 외과, 산부인과, 소아청소년과, 응급의학과, 심장혈관흉부외과, 신경과, 신경외과 등이다.

이번 공모 선정은 전국 최대 면적 대비 인구 1천 명당 의사 수가 1.4명에 불과한 경북의 의료 현실을 개선하기 위한 정책적 노력의 결과로 평가된다. 경북도는 지역 필수의료 인력 공급 체계를 구축해 의료 취약 문제를 해소한다는 방침이다.

경북도는 올해 하반기부터 포항의료원, 김천의료원, 안동의료원 등 공공의료기관과 권역책임의료기관인 칠곡경북대학교병원을 비롯해 안동병원, 구미차병원, 포항세명기독병원, 동국대학교경주병원 등 민간 거점병원까지 총 8개 의료기관에 계약형 지역의사 20명을 채용할 수 있도록 지원할 계획이다.

채용 인력은 의료 현장에서 긴급히 필요한 응급의학과를 중심으로 내과, 외과, 신경과, 신경외과, 산부인과, 소아청소년과 등으로 구성해 도내 필수의료 사각지대를 보완할 예정이다.

경북도는 2026년부터 5년간 총사업비 53억 원을 투입해 필수의료 전문의에게 월 400만 원의 지역근무수당을 지원한다. 또한 전국 최대 의료 취약지라는 특성을 고려해 생활 밀착형 정주 지원 패키지도 마련할 계획이다.

아울러 '지역의사양성법'에 근거해 ‘지역의사지원센터’를 설치·운영한다. 이를 통해 지역필수의사가 계약 기간 종료 후에도 지역에 안정적으로 정착할 수 있도록 주거 지원과 직무 교육, 경력 개발 등을 체계적으로 지원해 장기적인 지역 의료 생태계를 구축할 방침이다.

김호섭 경상북도 복지건강국장은 “지역필수의사제는 단순한 의사 배치를 넘어 지역 의료 공급 체계를 재설계하는 구조적 혁신”이라며 “경북에서 추진되는 지역필수의사제가 의료 공백 해소에 실질적으로 기여할 수 있도록 사업 추진에 최선을 다하겠다”고 말했다.

This selection is seen as a policy effort to improve the healthcare situation in Gyeongsangbuk-do, which has a mere 1.4 doctors per 1,000 people despite being the largest in the country. Gyeongsangbuk-do Province plans to address the healthcare gap by establishing a regional essential medical workforce supply system.

Beginning in the second half of this year, Gyeongsangbuk-do Province plans to support the hiring of 20 contracted local physicians at eight medical institutions. These include public medical institutions such as Pohang Medical Center, Gimcheon Medical Center, and Andong Medical Center; regionally responsible medical institutions such as Chilgok Kyungpook National University Hospital; and privately funded hospitals such as Andong Hospital, Gumi Cha Hospital, Pohang Semyung Christian Hospital, and Dongguk University Gyeongju Hospital.

The recruitment will focus on emergency medicine, which is urgently needed in the medical field, as well as internal medicine, surgery, neurology, neurosurgery, obstetrics and gynecology, and pediatrics, to address the gaps in essential medical services in the province.

Gyeongsangbuk-do Province will invest a total of KRW 5.3 billion over five years, starting in 2026, to provide KRW 4 million in monthly local service allowances to essential medical specialists. Furthermore, considering the region's status as one of the most medically underserved areas in the country, it plans to develop a settlement support package tailored to the province's daily lives.

Furthermore, based on the "Regional Doctor Training Act," a "Regional Doctor Support Center" will be established and operated. This will systematically support essential local doctors, including housing assistance, job training, and career development, to ensure they remain stable in their communities after their contracts expire.
