보건복지부에 따르면 우리나라 치매 환자는 2025년 약 97만 명에서 2030년 약 121만 명까지 증가할 것으로 전망된다. 특히 농촌 지역은 도시보다 고령화가 빠르게 진행되면서 치매 예방과 돌봄 정책의 중요성이 더욱 커지고 있다.

경북 영양군은 이러한 지역 특성을 반영해 행정 중심 관리에서 나아가 지역사회가 함께 참여하는 치매 돌봄 체계를 구축하며 대응에 나서고 있다.

영양군은 대표적인 초고령 농촌 지역으로 고령 인구 비중이 높다. 청기면 산운리의 경우 전체 주민 67명 가운데 60세 이상이 52명으로 고령화율이 77.6%에 달한다. 이처럼 고령화가 심화된 농촌에서는 치매가 개인의 건강 문제를 넘어 돌봄, 안전, 사회적 관계 등 생활 전반과 직결되는 문제로 이어지고 있다.

이에 군은 치매 환자 관리와 예방 활동을 지역사회 중심으로 확대하고 있다. 영양군 치매안심센터는 현재 등록 치매 대상자 693명을 관리하며 가정 방문과 전화 상담을 통해 건강 상태와 생활 환경을 지속적으로 점검하고 있다. 치매 환자의 특성상 상태 변화를 스스로 인지하거나 표현하기 어려운 만큼 세밀한 관리에 중점을 두고 있다. 또한 돌봄 상황과 생활 여건을 함께 확인해 필요한 복지서비스와 연계함으로써 보호자의 부담을 줄이는 데 주력하고 있다.

주민 참여형 돌봄 모델도 주목된다. 영양군은 ‘치매보듬마을’을 운영해 주민들이 돌봄 과정에 직접 참여하도록 하고 있으며, 올해는 청기면 산운리와 영양읍 서부3리를 대상으로 사업을 추진 중이다. 치매보듬리더를 중심으로 주민들이 치매 인식 개선 활동에 나서고, 실종 위험이 있는 환자 보호를 위한 지역 안전망 구축에도 참여하고 있다. 아울러 경찰과 소방 등 유관기관과 협력해 치매 환자 보호를 위한 지역 협력 체계도 강화하고 있다.

치매 환자의 사회적 고립을 예방하기 위한 프로그램도 운영 중이다. 치매안심센터는 쉼터 프로그램 ‘싱글벙글 기억교실’을 통해 음악, 미술, 운동, 회상 활동 등 다양한 인지 자극 프로그램을 제공하고 있다. 참여 어르신들은 정기적인 활동을 통해 정서적 안정을 찾고 사회적 교류를 이어가며, 이는 보호자의 돌봄 부담 완화에도 기여하고 있다.

이와 함께 군은 접근성이 낮은 오지 마을을 대상으로 ‘찾아가는 치매 예방 프로그램’도 추진하고 있다. 청기면 산운리에서는 경상북도 지역특화사업인 ‘오지마을 치매극복 손잡고 프로젝트’를 통해 인지·신체·영양 분야 프로그램을 운영하고 있다. 주민들이 ‘손길잡이’ 역할을 맡아 독거 어르신을 방문해 안부를 확인하고 식사를 지원하는 등 일상 속 돌봄 활동도 병행하고 있다.

영양군 보건소 치매안심센터 관계자는 “치매 정책의 목표는 치료에 그치지 않고 어르신들이 지역사회 안에서 일상생활을 유지할 수 있도록 돕는 데 있다”며 “앞으로도 주민 참여형 치매 돌봄 환경을 지속적으로 확대해 나갈 계획”이라고 밝혔다.

Yeongyang County is a representative super-aging rural area with a high proportion of the elderly population. In Sanun-ri, Cheonggi-myeon, 52 out of 67 total residents are over 60 years old, resulting in an aging rate of 77.6%. In rural areas where aging has intensified in this way, dementia is escalating beyond an individual health issue into a problem directly linked to overall daily life, including care, safety, and social relationships.

**Dementia: A Challenge for Super-Aging Rural Areas** Accordingly, the county is expanding dementia patient management and prevention activities with a community-centered approach. The Yeongyang County Dementia Relief Center currently manages 693 registered dementia patients, continuously monitoring their health status and living environments through home visits and telephone consultations. Given the nature of dementia, where patients often find it difficult to recognize or express changes in their condition on their own, the center focuses on meticulous care. Furthermore, it concentrates on reducing the burden on caregivers by verifying both care situations and living conditions to connect them with necessary welfare services.

The resident-participatory care model is also drawing attention. Yeongyang County operates the "Dementia-Bodum Village" to enable residents to directly participate in the care process, and this year, the project is being implemented in Sanun-ri, Cheonggi-myeon and Seobu 3-ri, Yeongyang-eup. Led by "Dementia-Bodum Leaders," residents are engaging in activities to improve dementia awareness and participating in the establishment of a local safety net to protect patients at risk of going missing. In addition, the county is strengthening the local cooperation system for the protection of dementia patients by collaborating with relevant agencies, such as the police and fire departments.

Programs designed to prevent social isolation among dementia patients are also being operated. The Dementia Care Center provides various cognitive stimulation programs, including music, art, exercise, and reminiscence activities, through its respite program, "Sing-geul-beong-geul Memory Classroom." Through regular activities, participating seniors find emotional stability and maintain social interaction, which also contributes to alleviating the burden of care for their guardians.

In addition, the county is implementing a "Visiting Dementia Prevention Program" targeting remote villages with limited accessibility. In Sanun-ri, Cheonggi-myeon, programs covering cognitive, physical, and nutritional fields are being operated through the "Hand-in-Hand Project to Overcome Dementia in Remote Villages," a Gyeongsangbuk-do regional specialized project. Residents are taking on the role of "Hand-in-Hand" volunteers, visiting seniors living alone to check on their well-being and provide meal support, thereby carrying out daily care activities.

An official from the Yeongyang County Public Health Center's Dementia Care Center stated, "The goal of dementia policy is not limited to treatment but is to help seniors maintain their daily lives within the community," adding, "We plan to continuously expand the resident-participatory dementia care environment in the future."
