경북지역 시민단체가 9일 대구지방법원 앞에서 기자회견을 열고 관급공사 수주편의 등의 댓가로 수 억원의 뇌물을 받은 혐의로 기소된 엄태항 경북 봉화 군수에 대한 구속과 엄정한 처벌을 촉구했다.
민주노총 공공운수노조 경북지역지부 등 시민단체는 "엄태항 군수는 관급자재 납품에 있어 자신의 측근에게 공급계약이 이뤄지도록 권력을 통해 강요하고 관급공사 수주의 편익을 대가로 9억 3천만 원 상당의 공사대금을 수수하고 뇌물을 받아 챙겼다"며 "지방자치단체장과 이권에 눈 먼 토호세력간에 이뤄진 전형적인 토착비리 사건"이라고 비판했다.
그러면서 "봉화군으로부터 청소대행을 하고 있는 A회사의 부당노동행위 등 각종 범법행위로 환경미화원이 뇌출혈로 사망한 것과 관련해 문제의 업체에 대한 조치나 처벌에 앞장서야할 군수가 사건 발생직후에 문제의 회사 대표로 부터 5백만 원의 뇌물까지 받아 챙겼다"며"다른 비리사건에 비해 금전적으로 볼때 경미한 사건으로 볼수 있지만 사건의 본질을 바라본다면 결코 가벼운 사안이 아니다"고 질타했다.
이어 "재판부에 살인기업을 비호하고 뇌물을 수수한 엄태항 군수에 대한 구속과 엄정한 처벌을 요구하며 뇌물을 공여한 A회사 대표에 대해서도 그에 응당한 법적 처벌이 이루어지길 기대한다"며 "이를 통해 다시는 환경미화원이 죽음이 되풀이 되지 않아야하며 부정당한 업체가 시민의 자산을 자신의 돈벌이 수단으로 이용 할수 없도록 해야한다"고 덧붙였다.
한편 이날 재판부는 뇌물수수 등 혐의로 기소된 엄태항 봉화군수에게 징역 1년에 벌금 2천만 원을 선고했다.
직권남용권리행사 방해 혐의에 대해서는 징역 6개월, 집행유예 1년을 선고하고 5백만 원 추징을 명령했다. 특가법 위반(뇌물) 등 3개 혐의에 대해서는 무죄를 선고했다.
재판부는 "불법 영득 의사가 인정되는 점, 죄질이 좋지 않은 점, 범죄를 부인하며 잘못을 인정하지 않은 점 등을 종합했다"고 밝혔다
