생활임금제란 근로자에게 최소한의 인간다운 삶을 보장하기 위해 주거비, 교육비, 물가상승률 등을 종합적으로 고려해 최저임금보다 높은 수준의 소득을 보장하는 임금 체계를 의미하는 것으로 2022년 기준 17개 광역시도 중 대구와 경북을 제외한 15개 지역에서 생활임금제가 시행되고 있다.

대구에서도 지난해 12월 30일 김동식 전 의원의 발의로 대구광역시 생활임금조례가 제정되었지만 적용시점을 2023년 1월 1일로 정하면서 아직까지 시행되지는 않고 있는 실정이다.

이 가운데 대구시는 올해 7월부터 10월까지 사전 연구용역조사를 시행하였으나 실제 생활임금을 전반적으로 심의해야할 생활임금위원회 구성을 하지 않은 상태이며 2024년부터 단계별로 생활임금을 적용하겠다는 계획을 밝혔다.

이에 대해 민주노총 대구지역본부는 “시장 당선인의 말 한마디에서 출발한 대구시 공공기관 통폐합은 몇 달 되지도 않은 사이에 일사천리로 진행하면서 지난해 시의회를 통과한 생활임금제 시행에는 수년이 필요하다는 상황을 용납할 수 없다. 이는 명백한 직무유기이자 대구 노동자 시민을 기만하는 것”이라고 강하게 비판했다.

이어 “생활임금제 시행은 노동자의 생활 안정과 교육‧문화‧주거 등 각 분야에서 삶의 질 향상에 기여하는 것을 목적으로 하며 그 적용 대상자가 제한적이기는 하지만 선언적 의미로 작용해 최저임금을 정하는 데나 노조가 임금협상을 하는데 영향을 미칠 수 밖에 없다.”고 강조했다.

아울러 “대구지역 노동자와 시민 전체 삶의 질 향상을 위해서 대구시는 즉각적이고 제대로 된 생활임금제를 당장 시행해야한다.”고 목소리를 높였다.

한편 같은 날 진보당 대구시당에서도 대구시의 생활임금제 도입이 너무 늦다고 지적하는 논평을 발표했다.

진보당 대구시당은 논평을 통해 “생활임금제는 저임금노동자의 생활을 보호한다는 취지로 시행되며 지자체와 출자기관 노동자를 대상으로 한다는 한계가 있지만 부끄럽게도 이마저 제외 되는 곳이 바로 대구와 경북”이라고 설명했다.

이들은 “ 조례제정이 늦었던 만큼, 선진 사례들을 참고하여 제대로 시행 할 여지가 있었을텐데도 제 때도 제대로도 맞추지 못할 판”이라면서 “부칙에 명시한 23년 시행마저도 24년으로 늦추고, 더구나 단계별로 시행한다니 실상 언제가 될지 하세월인 셈”이라며 대구시의 더딘 실행력을 꼬집었다.
