이에 단체들은 "일요일 의무휴업은 노동자의 휴식권, 건강권과 중소상공인들의 생존권을 보장하는 핵심"이라며" 의무휴업을 평일로 변경하겠다는 것은 의무휴업을 있으나 마나 한 것으로 만들겠다는것과 다름없다"고 주장했다.
