30일 민주노총 대구지역본부와 대구경북이주노동자 인권·노동권 실현을 위한 연대회의 등 지역 인권단체들은 대구출입국관리사무소 앞에서 기자회견을 열고, 정부의 폭력적 단속 중단과 철저한 진상규명을 촉구했다.

숨진 근로자는 베트남 국적의 25세 여성으로, 국내 대학을 졸업한 뒤 구직비자(D-10)로 체류 중이었던 것으로 확인됐다.

사고는 지난 28일 오후, 대구 달서구의 자동차부품업체 에스제이오토텍 공장에 법무부 단속 차량이 들이닥치면서 발생했다. 뚜안 씨는 단속을 피해 몸을 숨겼고, 3시간 넘게 이어진 단속 동안 친구에게 “숨쉬기 힘들다”, “답답하다”는 카카오톡 메시지를 보냈다. 그의 마지막 메시지는 오후 6시 27분에 도착했다.

같은 시각, 단속 차량이 회사를 떠나자 뚜안 씨는 공장 3층 높이에서 추락했고, 결국 현장에서 숨졌다. 입사한 지 불과 2주 만에 벌어진 비극이었다.

기자회견 에서 인권단체들은 이번 죽음을 “단순한 사고가 아니라, 정부의 이주노동자 정책이 만든 구조적 폭력이자 제도적 살인”이라고 규정했다. 단기취업비자 제도와 사업장 변경 제한, 통제 위주의 출입국 행정, 이주노동자에 대한 ‘불법’ 낙인 정책 등이 노동자들을 불안정한 체류와 죽음의 위협으로 몰아넣고 있다는 지적이다.

사건 직후 법무부는 “적법 절차에 따라 단속했고, 단속이 끝난 뒤 사고가 일어났다”며 책임을 부인했다. 하지만 인권단체들은 “단속이 남긴 공포와 긴박한 상황에서 생명이 사라졌다는 점을 외면하고 있다”며 강하게 반발했다.

이날 기자회견에서 인권단체들은 “APEC 성공 개최”를 명분으로 한 전국적 합동단속이 오히려 이주노동자들의 생명을 위협하고 있다고 주장했다. 민주노총 대구지역본부와 연대회의는 결의문을 통해 ▲법무부 공식 사과 ▲폭력적 합동단속 중단 ▲이주노동자 체류권 보장 및 제도 개혁 ▲단속 책임자 처벌과 진상조사위원회 구성을 요구했다.

이들은 “이주노동자는 이 땅에서 함께 일하는 소중한 이웃이자 동료”라며 “이번 죽음이 다시는 반복되지 않도록 끝까지 진상을 밝히고, 죽음의 단속이 멈출 때까지 투쟁할 것”이라고 밝혔다.

진보당 대구시당도 목소리를 높였다. 이번 사고를 “이재명 정부의 강제단속 정책이 만든 구조적 비극”으로 규정하며 “한쪽에선 국빈을 환대하면서, 다른 한쪽에선 토끼몰이식 단속이 벌어지고 있다”고 꼬집었다. 

또 “불법인 사람은 없다. 정부가 만든 반인권적 제도가 이주노동자들을 미등록 상태로 내몰고 있다”고 지적했다.

The KCTU Daegu Regional Headquarters and the Solidarity Conference issued a resolution demanding: an official apology from the Ministry of Justice; an end to the violent joint crackdown; guarantees of migrant workers' residency rights and institutional reform; punishment of those responsible for the crackdown; and the formation of a fact-finding committee.

They stated, "Migrant workers are our precious neighbors and colleagues working together in this land. We will continue to uncover the truth and fight until this deadly crackdown is stopped so that these deaths never happen again."

The Daegu branch of the Progressive Party also raised its voice. He characterized this incident as a "structural tragedy caused by the Lee Jae-myung administration's crackdown policy," and criticized it, saying, "On one side, they're welcoming state guests, while on the other, they're conducting a rabbit-hunting-style crackdown."

He also pointed out, "There are no illegals. The government's anti-human rights system is forcing migrant workers into undocumented status."
