그는 이날 아침 아시아포럼 21 릴레이정책 토론회에 나와 이같이 말하고는 “한 마디로 홍준표 대구시장의 행정은 저지레 행정”이라고 강조했다. 저지레는 ‘일이나 물건을 들추어내거나 떠벌려 그르치는 짓’이란 뜻으로 경상도에서는 비슷한 단어로 ‘저지래’라고도 표현한다.

강 위원장은 “취수원은 올해 2월 김부겸 총리, 한정애 환경부장관, 장세호 구미시장, 권영진 대구시장, 이철우 도지사가 합의한 바에 의해 추진만 남았던 상황이다. 새로 당선된 김장호 시장이 잠시 다른 목소리를 냈다고 홍 시장이 정책을 완전히 바꿔 놓았다”며 “마치 내가 하는 일에 감히 네가 딴지를 걸어?라는 느낌”이라고 말했다 

그러면서 “지금은 환경부도 움직일 이유가 없다. 석포 제련소 등 안동댐, 임하댐 물에 대한 신뢰와 장애 요소는 너무 많다. 아마도 취수원은 홍 시장 임기 내에는 단 한 발자욱도 못 할 것 같다. 4년 뒤에는 대구를 떠날 사람이 왜 이러는지 모르겠다. 이러면 영원히 취수원 이전  못한다”고 강조했다.

신청사 이전과 관련해서도 강 위원장은 “땅 팔아선 무얼 못하겠나. 부채도 자산이다. 모든 것을 팔아서 예산을 아끼겠다는 행정이 제대로 된 행정인가. 의회서 신청사 설계 공모 예산 등을 삭감하자 마치 기다렸다는 듯이 의회를 핑계대고 있다. 권 시장과 무슨 앙금이 있는지 모르겠다”거 거듭 의문을 제기했다. 

그러면서 “볶은 땅콩은 먹을 때는 그렇게 고소하고 맛있을 수 없다. 그런데 먹고 나면 주변이 온통 껍질로 아수라장이 되어 있다. 홍준표 시장의 대구시정이 그렇다. 홍 시장의 대구시정은  저지레 행정이다”라고 비유했다.

차기 총선 및 대구시당 운영에 관한 비전도 설명했다. 먼저 그는 차기 총선 인재 발굴 방안 질문에 “중앙무대서 활동했다고 대단한 사람인가”라는 화두를 던지면서 “ 그래야 일할 수 있다고 생각하지 않는다. 이력과 학력이 일하는 데 조건이라고 생각하지 않는다. 주민들에게 다가가는 사람이라야 국회의원 출마 자격이 있다”고 목소리를 높였다. 

그러면서 “홍준표 시장 국회의원 시절 2년 동안 한 번도 본 적이 없다. 추경호 의원도 그렇다. 지역민들의 눈물과 콧물을 닦아주고 함께 흘릴 수 있는 사람이 더 낫다고 생각한다”고 강조한 뒤 기자들에게 “민주당 아들(사람)도 괜찮은 사람 있다. 국민의힘 현역 국회의원들 면면을 보라. 민주당 사람이 떨어질 거 뭐가 있나? (지역민들과 언론이) 역으로 생각 좀 해달라”고 호소했다.

다만 그는 “저보고도 지역구 분들이 그러신다. 아도 괜찮고 다 좋은데, 당이 파이라서 못 찍어주신단다”라며 “당이 파이라는 소리 많이 듣는다. 그런 소리 불식시키기 위해서라도 발로 더 많이 뛰겠다”고 말했다.

국민의힘 전당대회 룰 변경과 차기 총선에서의 공천룰 변경 등의 가능성에 따른 대책에 대해서도 물었다. 그는 “다른 정당의 문제에 대하여 잘 알지는 못한 상황에서 말하는 것은 적절하지 않은 것 같다”면서도 “국민의힘도 청년들 가입 많이 한 것으로 알고 있다. 아마도 이변이 있지 않겠나”고 전망했다. 

강 위원장은 지난 지방선거 당시 공천 잡음이 많았던 탓인지 다가오는 총선을 대비 지역위원회 차원의 공천기준수립위원회를 발족해 운영 예정이다. 강 위원장은 “차기 총선 별다른 전략은 없지만 발로 뛰겠다. 적어도 2~3석은 찾아오겠다”고 말했다.

강 위원장은 “대구에서 우리는 언제나 야당이었다. 지금도 야당으로 살고 있다. 우리가 아직 많이 부족하다. 그렇지만 견제 세력이 있어야 어떤 곳이든 건실해진다”고 강조하고 “잘하는 것은 칭찬도 해달라, 못하는 것은 바꿀 수 있도록 지적해달라. 그러면 더 열심히 하겠다”고 말했다.
