지원대상은 노인, 장애인 등 기초생활보장(생계·의료·주거·교육) 급여를 받는 수급자 10만5천가구와 도내 한파쉼터 5천개소로, 기초생활보장가구는 가구당 10만원, 한파쉼터는 80만원의 난방비를 지원받을 것으로 보인다. 

특히, 경북도는 대통령실이 밝힌 에너지 바우처 대책으로는 저소득층의 어려움을 해소하기에 부족하다고 판단, 이와는 별개로 가구당 10만원의 긴급 난방비와 한파쉼터 난방비 80만원을 추가 지원한다고 덧붙였다. 사회복지시설의 경우, 시설 규모별로 월 30만원에서 100만원의 난방비를 추가로 운영비에서 쓸 수 있도록 조치했다.
