【브레이크뉴스 대구】박은정 기자= 대구시는 오는 20일부터 연중 수시로 공사장생활폐기물에 대한 불법처리 행위에 대하여 특별단속을 실시한다고 밝혔다.
이번 특별점검은 인테리어, 리모델링 등 소규모 공사로 발생하는 5톤 미만의 공사장생활폐기물이 불법적으로 처리되고 있다는 제보에 따라 폐기물 불법보관 의심장소 및 생활폐기물 수집·운반 업체를 대상으로 연중 특별점검 기간을 정하여 수시로 8개 구․군과 합동으로 특별 단속을 시행함과 동시에 불법폐기물의 매립장 반입이 원천 차단될 수 있도록 상시 감시할 예정이다.
아울러 대구공공시설관리공단에서 위탁운영 중인 매립장으로 반입하는 공사장생활폐기물에 대해서도 폐기물 성상조사를 확대 시행하며 반입금지 폐기물에 대한 감시와 통제를 강화한다.
공사장생활폐기물은 일반시민 편의를 위해 건설폐기물과 성상은 유사하지만 양이 적어 생활폐기물로 처리할 수 있도록 한 허점을 악용해 일부 업체에서 처리비용이 상대적으로 저렴한 시 매립장으로 반입하는 경향이 있다.
이로 인해 폐기물처리업체의 임시보관장 운영 등 불법사례가 발생할 개연성이 높아 특별단속을 시행하고, 반입수수료 현실화 등 제도개선을 통해 불법 행위를 단계적으로 근절해 나갈 계획이다.
또한, 공사장생활폐기물을 배출하는 경우 폐가구, 폐목재 등 대형폐기물과 폐지, 폐합성수지류 등 가연성 폐기물을 현장에서 분리 배출할 것을 홍보하기로 했다.
지형재 대구시 환경수자원국장은 “공사장생활폐기물 불법처리 근절을 위해 강력한 단속과 더불어 적발 시 영업정지 처분 및 형사고발 조치를 취하고, 제도개선을 신속히 추진하여 폐기물이 적법하게 처리되도록 하겠다”고 밝혔다.
