대구 수성구 만촌동에 선거 사무실을 마련한 정상환 후보는 마치 건물 옥상에 태극기를 직접 든 것 같은 모습을 현수막으로 연출해 시선을 끌었다.

정상환 후보는 대구 능인고를 나와 서울대 법대를 졸업한 후 미국 컬럼비아 대학 로스쿨에서 비교법학 석사 학위를 취득하였고, 대구지검 특수부장, 주미한국대사관 법무협력관(외교관), 국가인권위 상임위원(차관급) 등을 거쳐 현재 국민의힘 법률자문위원회 부위원장으로 활동하고 있다.
