정 변호사는 “정진상 부실장이 대장동 개발사업 특혜의혹과 관련하여 2015년 1월 성남시의 대장동∙제1공단결합 도시개발사업 추진에 따른 다른 법인에 대한 출자승인 검토보고와 2015년 3월 백현동의 한국식품연구원 제안서 검토보고 등 중요문서에 결재라인에 있지도 않으면서 여러차례 서명을 했다”고 주장했다.

이어 그는 “정진상 부실장이 그해 4월에는 백현동 한국식품연구원 이전부지에 녹지지역을 4단계나 높은 준주거지역으로 바꾸고, 공공임대주택, R&D센터 건립 등의 내용이 담긴 한국식품연구원부지 도시관리계획 변경검토보고 등 여러가지 중요문서에 정책비서관으로 협조란에 서명한 것으로 확인되며 백현동 특혜의혹에 깊숙이 관여한 정황이 드러났다.”고 밝혔다.
