시는 실질적인 국비 확보 논의를 위해 10일 자치행정국을 시작으로, 12일 일자리경제국 등 2월 말까지 국 단위로 추진 상황 보고 회의를 1차로 가질 계획이다.

이는 연초부터 전 부서가 국비 확보에 협업과 관심을 갖게 하는 한편, 보다 면밀하게 설득 논리와 반영 상황을 점검하고 기재부 예산 반영까지 체계적인 대응계획을 세우기 위함이다.

현재까지 발굴된 사업은 총 254건 1조 5,450억 원으로 신규사업 67건 1,815억 원, 계속사업 187건 1조 3,635억 원이다.

주요 신규사업으로는 ▲문화산업 클러스터 조성 사업(10억) ▲글로벌 산학협력관 건립(10억) ▲차세대 고리형 펩타이드 디자인 플랫폼 구축(40억) ▲AI 가속기 센터 민·관·산·학·연 협력 모델 구축(200억) ▲수소 운송용 철강소재부품 시험평가 기반 구축(50억) ▲포항 수산양식 수산 기자재 클러스터 조성 사업(5억) 등이다.

이밖에 지난해 감액예산안 통과로 국회 증액이 무산됐던 재선충 방재 사업과 이차전지 및 양자 관련 사업도 정부 추경 또는 2026년도 신규사업으로 빠짐없이 건의되도록 챙길 계획이다.

이번 자치행정국 보고 회의에서는 14건 307억 원의 사업 중 신규사업 5건의 부처 협의 및 진행 상황에 대해 설명했으며, 장상길 부시장은 3월부터는 적극적으로 경북도를 비롯해 중앙부처와 필요시 국회까지 방문해 사업설명과 예산 반영 협조를 해줄 것을 주문했다.

한편 포항시는 생소할 수 있는 국비 확보 관련 일련의 절차와 단계별 대응 전략에 대한 이해를 돕기 위해 국비 확보 매뉴얼을 제작했으며, 오는 12일 전 부서에 배포할 계획이다.

아울러 포항시는 4월 2차 국비 확보 보고회까지 부처 업무계획과 공모사업 현황을 토대로 추가 신규사업 발굴에 전 행정력을 기울인다는 방침이다.

장상길 포항시 부시장은 “경기침체와 지역 주력 산업의 부진으로 어려운 시기를 겪고 있지만, 이럴 때일수록 국·도비 확보로 지역경제 활성화와 민생안정에 기여토록 해야 한다”며, “책임감을 갖고 최종 예산 반영까지 최선을 다해달라”고 말했다.

한편 포항시는 12일 일자리경제국, 14일 건설교통사업본부과 도시안전주택국, 19일 해양수산국과 농업기술센터, 21일 맑은물사업본부와 푸른도시사업단, 24일 복지국, 환경국, 관광컨벤션도시추진본부 순으로 추진 상황 보고회의를 갖고, 3월부터 다시 2차 회의를 추진할 예정이다.
