하지만 시민단체들은 “겉만 화려하게 포장했을 뿐 본질은 그대로”라고 지적했다. 협의회 구성 역시 의료산업부서와 병원, 의료단체 위주여서 여전히 관광과 산업 중심이라는 비판이다.

실제 ‘메디시티 대구’는 2008년 시민 건강과 생명 존중을 내세운 도시 브랜드로 출범했지만, 지난해 의대 정원 확대 반발로 의료진이 대거 이탈하면서 시민들은 응급실을 전전하고, 일부는 치료조차 받지 못한 채 목숨을 잃는 사태까지 겪었다.

연대회의는 “코로나19와 의료대란 속에서 메디시티 대구는 사실상 유명무실했다”며 “그럼에도 반성 없이 의료관광과 산업에 AI 간판만 덧붙여 협의회를 부활시키려는 구태 행정을 규탄한다”고 목소리를 높였다.

또한 시민단체는 대구시에 사회적 논의 기구 구성을 제안했다. 시민 누구나 건강권과 안전한 치료를 누릴 수 있도록, 의료인과 산업계 중심이 아닌 시민 참여형 기구가 필요하다는 것이다.

연대회의는 “시민 세금이 투입되는 정책은 반드시 사회적 논의와 합의, 견제를 거쳐야 한다”며 “대구 의료는 의료대란 이전과 이후 완전히 다른 방식으로 접근해야 한다”고 강조했다.

대구시가 화려한 간판 부활에 집착할 게 아니라, 시민 안전과 건강을 최우선으로 하는 실질적 대책을 내놓아야 한다는 요구가 거세지고 있다.
