【브레이크뉴스 경북】이성현 기자=경상북도의회 기획경제위원회(위원장 이선희)가 11월 19일 환동해지역본부 에너지산업국과 메타AI과학국을 대상으로 한 행정사무감사를 끝으로 총 6일간 진행된 소관 8개 실국·6개 출연기관 감사 일정을 마무리했다.

위원회는 민생경제부터 미래산업까지 도정 전반을 폭넓게 점검하며 정책 추진 과정에서의 구조적 문제와 성과 부족 지점을 다각도로 짚었다.

먼저 에너지산업국 감사에서는 분산에너지특구 지정 대응 전략 부재와 환동해지역본부 조직 역량 강화 필요성이 핵심 쟁점으로 부각됐다.

위원들은 영농형 태양광 연계 RE100 사업의 현실성, 용역 발주 방식의 투명성, 분산에너지 활성화 조례 후속 조치 미흡, 지역 산업 규모에 비해 부족한 조직·인력 등 다양한 현안을 집중 질의했다.

또한 SMR 국가산단 유치, 양성자가속기 확장 사업 등 미래 전략사업 추진 과정에서의 준비 부족과 주민 안전·심리 지원 대책 부재도 지적됐다.

이어 메타AI과학국에 대한 감사에서는 핵심 전략산업 대응과 인재 양성 정책의 실효성 부족이 도마에 올랐다.

위원들은 반도체·방산 등 신산업 육성 방향 설정 부재, 인력 양성 사업의 ‘성과 없는 구호식 추진’, 국비 건의 실적 저조, 메타버스 플랫폼의 낮은 활용도를 문제로 제기했다.

또한 대학 연계사업 등 대규모 예산 투입 사업에 대한 성과 검증 강화, 스마트그린물류 및 전기차 무선충전 사업의 지원 체계 보완, 산업용 헴프 사업 무산에 대한 대응 미흡도 비판이 이어졌다.

경북테크노파크와 영남대 간 토지 임대 논란 등 일부 기관 운영에서 드러난 이해충돌 가능성과 재위탁 사업 관행은 관리감독 체계의 허점을 보여주는 대표적 사례로 지목됐다. 위원들은 “공공기관의 거버넌스 불신을 초래할 수 있는 사안”이라며 투명한 의사결정 구조 마련을 촉구했다.

이선희 위원장은 “이번 감사에서 드러난 문제는 단순 지적을 넘어 도정 전반의 체질 개선이 필요한 과제”라며 “분산에너지특구 재도전 및 미래산업 대응력 강화를 위한 인력·조직 보완, 출연기관 의사결정 구조 개선, 지역기업 중심의 성과 창출 체계 확립이 반드시 필요하다”고 강조했다.

기획경제위원회는 행정사무감사 결과를 바탕으로 지적사항과 개선권고를 종합 정리해 집행부에 전달할 예정이다.

The committee members focused their questions on various pending issues, including the feasibility of the RE100 project linked to agricultural solar power, the transparency of the service procurement process, insufficient follow-up measures for the distributed energy promotion ordinance, and the lack of sufficient organizational and human resources compared to the scale of the local industry.

Furthermore, the committee pointed out a lack of preparation for future strategic projects, such as attracting the SMR national industrial complex and expanding the proton accelerator, as well as the lack of measures to support the safety and psychological well-being of residents.

Furthermore, the audit of the MetaAI Science Bureau highlighted the lack of effectiveness in responding to key strategic industries and in developing talent.

The committee members raised issues such as the lack of a clear direction for fostering new industries such as semiconductors and defense, the "unproductive, slogan-like" implementation of talent development projects, the poor performance of national budget proposals, and the low utilization of the metaverse platform.

Furthermore, criticism was directed at strengthening performance verification for large-scale projects such as university-linked projects, improving support systems for smart green logistics and electric vehicle wireless charging projects, and inadequate response to the collapse of the industrial hemp project.

Possible conflicts of interest and the practice of subcontracting projects revealed in the operation of some institutions, such as the land lease dispute between Gyeongbuk Technopark and Yeungnam University, were cited as prime examples of the flaws in the management and oversight system. The committee members urged the establishment of a transparent decision-making structure, stating that "this issue could lead to distrust in the governance of public institutions."

Chairwoman Lee Seon-hee emphasized, "The issues revealed in this audit go beyond simple criticism and require a fundamental improvement of the overall provincial administration." She added, "It is essential to supplement human resources and organizations to strengthen the ability to re-challenge the distributed energy special zone and respond to future industries, improve the decision-making structure of public institutions, and establish a performance-generating system centered on local businesses."

The Planning and Economy Committee plans to compile the findings and recommendations for improvement based on the administrative audit results and deliver them to the executive branch.
