【브레이크뉴스 경북】이성현 기자=경상북도의회가 도민 문화 접근성을 높이기 위한 제도 정비에 나섰다. 이춘우 경북도의원(국민의힘·영천)은 지난 11월 25일 열린 제359회 제2차 정례회에서 ‘경상북도 문화의 날 지정 및 운영에 관한 조례안’을 대표 발의했다.

조례안은 ‘문화의 보고’라 불리는 경북의 정체성과 상징성을 제도적으로 담아내겠다는 취지다. 도는 특정 날짜를 ‘경상북도 문화의 날’로 지정하고, 도민이 일상 속에서 문화를 향유할 수 있도록 행정적·재정적 기반을 마련하는 내용을 골자로 한다.

조례안에 따르면 도지사는 5년 주기로 문화의 날 운영 기본계획을 수립·시행해야 한다. 또 공연·전시 등 문화예술 프로그램 운영, 문화시설 이용료 할인, 개방시간 연장 등의 사업을 추진할 수 있다. 이를 뒷받침하기 위한 재정 지원, 사무 위탁, 포상 근거도 포함됐다.

이 의원은 “경북은 오랜 문화적 자산을 가진 지역이지만 문화향유 격차는 여전히 존재한다”며 “문화의 날 운영이 성별·연령·지역·계층을 막론한 문화 접근권 확대의 계기가 돼야 한다”고 말했다. 그는 또 “예술인과 문화단체의 활동 기반 강화에도 도움이 되기를 기대한다”며 “앞으로도 지역 문화 생태계 조성을 위한 실효성 있는 정책 마련에 힘쓰겠다”고 덧붙였다.

해당 조례안은 25일 상임위원회 심사를 통과했으며, 오는 12월 10일 본회의에서 최종 의결될 예정이다.

The Gyeongsangbuk-do Provincial Council has begun revising its system to increase access to culture for its residents. Councilmember Lee Chun-woo (People Power Party, Yeongcheon) introduced the "Ordinance on the Designation and Operation of Gyeongsangbuk-do Culture Day" at the 2nd regular session of the 359th session held on November 25th.

The ordinance aims to institutionally embody the identity and symbolism of Gyeongsangbuk-do, known as a "cultural treasure trove." The province will designate a specific date as "Gyeongsangbuk-do Culture Day" and establish the administrative and financial foundation to enable residents to enjoy culture in their daily lives.

According to the ordinance, the governor will be required to establish and implement a basic plan for the operation of Culture Day every five years. Furthermore, the governor can promote initiatives such as operating cultural and artistic programs such as performances and exhibitions, offering discounts on cultural facility admission fees, and extending opening hours. This also included financial support, administrative consignment, and the basis for rewards to support this.

Councilmember Lee stated, "Gyeongbuk is a region with long-standing cultural heritage, but cultural disparities still exist." He added, "The operation of Culture Day should serve as an opportunity to expand access to culture regardless of gender, age, region, or class." He added, "I hope this will also help strengthen the foundation for the activities of artists and cultural organizations. I will continue to strive to develop effective policies to foster a regional cultural ecosystem."

The ordinance passed the standing committee review on the 25th and is scheduled for final approval at the plenary session on December 10th.
