이번 정책협의회는 도내 22개 시군의 주요 현안 해결을 위해 도와 시군 간 유기적인 협력체계를 구축하고, 올해 도정 방향인 ‘연합 도시 모델’과 ‘영남권 공동발전 신이니셔티브’에 대응한 권역별 특화 발전전략을 마련하기 위해 추진됐다. 협의회는 북부권 8개 시군을 시작으로 권역별로 순차적으로 진행될 예정이다.

경북도는 지난해 도내 22개 시장·군수가 참여하는 ‘지방정부 협력회의’를 통해 경주 APEC 유치와 농업대전환 확산 등 주요 현안을 성공적으로 추진했으며, 2026년 국가투자예산 확보를 위해 공동 대응 체계를 구축해 역대 최대 규모인 12조 7천억 원의 예산을 확보한 바 있다.

이번 정책협의회 역시 이러한 도-시군 협력 강화의 연장선에서 마련됐다. 특히 북부권 협의회에서는 안동 국가첨단 바이오 백신 슈퍼클러스터, 영주 첨단베어링 국가산단 소재·부품·장비 특화단지, 문경 세계군인체육대회 유치, 의성 신공항 문화관광단지 조성, 청송 남북9축 고속도로 건설, 영양 에너지 허브 육성, 예천 첨단재생의료 글로벌 협력 거점 구축, 봉화 국립산림안전원 건립 등 시군별 제안 사업과 발전계획의 추진 전략을 집중적으로 논의했다.

아울러 대구·경북 행정통합 추진 상황과 통합의 방향, 원칙도 공유했다. 경북도는 행정통합이 지방분권과 지역균형발전을 동시에 달성할 수 있는 방안인 만큼, 특별법안에 북부지역 등 인구감소지역 균형발전 대책과 시군 자치권 강화 내용이 포함된 점을 설명하며 시군과의 소통과 협력을 더욱 강화해 나가겠다고 밝혔다.

경북도는 이날 논의된 주요 사업들을 시군 간 연합 모델로 연계·발전시키는 한편, 지역 균형발전 차원에서 우선 검토해 사업화에 행정력을 집중할 방침이다. 중장기 과제는 권역별 발전구상에 반영해 실현 가능성을 높여 나갈 계획이다.

이철우 경북도지사는 “올해 경북 도정의 3대 핵심 키워드는 민생, 현장, 연대와 협력”이라며 “22개 시군과의 정책 공조를 더욱 강화해 권역별 발전전략과 초광역권 연계 전략 등 지역 맞춤형 정책 추진에 집중하겠다”고 말했다.

In particular, the Northern Region Council focused on discussing strategies for implementing projects and development plans proposed by each city and county, including the Andong National Advanced Bio-Vaccine Super Cluster, the Yeongju Advanced Bearing National Industrial Complex Materials, Components, and Equipment Specialized Complex, the Mungyeong World Military Games hosting project, the Uiseong New Airport Cultural Tourism Complex, the construction of the Cheongsong Nambuk Expressway 9, the development of a Yeongyang Energy Hub, the establishment of a global cooperation hub for advanced regenerative medicine in Yecheon, and the establishment of the National Forest Safety Institute in Bonghwa.

Furthermore, the progress of the Daegu-Gyeongbuk administrative integration, as well as the direction and principles of integration, were shared. Governor Lee Cheol-woo stated, "The three key words for this year's Gyeongsangbuk-do administration are people's livelihood, on-site support, and solidarity and cooperation." He added, "We will further strengthen policy coordination with the 22 municipalities and counties and focus on implementing customized policies, including regional development strategies and metropolitan area linkage strategies."
