영덕군은 지난 6일 전 직원을 대상으로 에너지정책 역량 강화 직무교육을 실시했다고 밝혔다. 이날 교육에는 김광열 영덕군수와 황명석 경상북도 행정부지사를 비롯해 행정 유지에 필요한 최소 인원을 제외한 군 직원 400여 명이 참석해 높은 관심을 보였다.

강의는 전 한국수력원자력 홍보부장이자 국민다안전교육협회 대구경북지부 소속인 서경석 본부장이 맡아 에너지 안보 위기와 원자력 발전의 필요성을 중심으로 진행됐다.

서 본부장은 “세계적인 석학들이 향후 50년 인류가 직면할 가장 중요한 문제로 에너지를 꼽고 있는 상황에서 우리나라는 매년 200조 원이 넘는 에너지를 수입해야 하는 구조”라며 에너지 안보 대응의 중요성을 강조했다. 이어 “원자력 발전은 대표적인 친환경·안정적 에너지원으로, 우리나라는 세계 최고 수준의 기술력과 안전성을 갖추고 있다”며 원전의 필요성을 설명했다.

최근 국민 인식 변화도 소개됐다. 지난 1월 21일 발표된 신규 원전 계획 관련 대국민 여론조사에서 89.5%가 원전 필요성에 공감한 것으로 나타나 원전에 대한 사회적 인식이 변화하고 있다는 분석이다.

신규 원전 유치는 지역경제 측면에서도 중요한 의미를 갖는다. 현행 제도에 따르면 원전이 건설·운영되는 지역에는 약 2조 원 규모의 법정 지원금이 지원될 것으로 추정되며, 이를 통해 일자리 창출과 산업·생활 인프라 구축, 내수경제 활성화, 재정자립도 향상 등 지역경제 선순환 구조 형성이 기대된다.

또한 교육환경 개선, 장학 및 인재 육성 사업, 교통 인프라 구축, 복지·건강 지원 등 다양한 지역 상생 협력사업도 함께 추진돼 정주 여건 개선과 삶의 질 향상에도 기여할 것으로 전망된다.

앞서 영덕군은 군민 여론조사에서 86.18%가 신규 원전 유치에 찬성한 결과를 바탕으로 군의회에 동의안을 제출했으며, 영덕군의회는 지난 2월 24일 이를 만장일치로 가결해 신규 원전 유치를 공식화했다.

김광열 군수는 “과거 정부 에너지정책 변화로 신규 원전 계획이 취소되는 아픔이 있었지만 지역의 더 나은 미래를 위해서는 원전 유치가 현실적인 돌파구”라며 “AI·반도체·로봇 산업 발전을 위해 친환경 전력 공급이 필수적인 만큼 지방소멸을 막기 위한 대안으로서도 의미가 크다”고 강조했다.

이어 “원전 유치에 대해 다른 의견을 가진 군민들 역시 지역을 아끼는 마음은 같다고 생각한다”며 “오늘 교육을 바탕으로 직원들이 군민과 적극적으로 대화하고 소통해 서로의 걱정을 줄이고 이해를 넓혀가길 바란다”고 당부했다.

Yeongdeok County conducted training to enhance public officials' understanding of policies and strengthen communication with residents regarding the attraction of new nuclear power plants, a key local issue.

Yeongdeok County announced on the 6th that it conducted job training to strengthen energy policy capabilities for all employees. Recent changes in public perception were also highlighted. A public opinion poll released on January 21st regarding plans for new nuclear power plants found that 89.5% of respondents supported the need for nuclear power, suggesting a shift in public perception of nuclear power.

Attracting new nuclear power plants also holds significant significance for the local economy. Under the current system, regions where nuclear power plants are built and operated are estimated to receive approximately 2 trillion won in legal subsidies. This is expected to foster a virtuous cycle in the local economy, including job creation, the establishment of industrial and living infrastructure, a revitalized domestic economy, and improved financial independence.

Furthermore, various regional cooperation projects, including educational environment improvements, scholarships and talent development programs, transportation infrastructure development, and welfare and health support, are expected to contribute to improved living conditions and quality of life.

Based on a public opinion poll showing 86.18% of residents in favor of hosting a new nuclear power plant, Yeongdeok County submitted a motion to the County Council. The council unanimously approved the proposal on February 24, officially confirming the plan.

Governor Kim Gwang-yeol stated, "While there was the pain of having new nuclear power plant plans canceled due to changes in government energy policy in the past, hosting a nuclear power plant is a realistic breakthrough for a brighter future for the region." He emphasized, "As eco-friendly power supplies are essential for the development of the AI, semiconductor, and robotics industries, it is also a significant alternative to preventing the extinction of local communities."

He continued, "I believe that residents with differing opinions on the nuclear power plant project share a common passion for their region. I hope that, based on today's training, staff will actively engage in dialogue and communication with residents to alleviate mutual concerns and broaden understanding."
