영덕군에 따르면 영덕군의회는 24일 신규 원전 유치에 관한 동의안을 상정해 재적의원 7명 전원 찬성으로 가결했다. 이에 따라 군은 신규 원전 건설부지 공모에 참여하기 위한 행정 절차를 마무리하게 됐다.

앞서 한국수력원자력이 지난 1월 30일 ‘신규 원전 건설부지 유치’ 공모를 발표하자, 영덕군은 9일부터 10일까지 군민 1,400여 명을 대상으로 대규모 여론조사를 실시했다. 조사 결과 응답자의 86.18%가 원전 유치에 찬성한 것으로 나타났으며, 찬성 이유로는 ‘인구 유입 및 지역경제 활성화’가 가장 큰 비중을 차지했다.

군은 이 같은 여론을 바탕으로 지난 13일 군의회에 동의안을 제출했으며, 의회가 이를 의결함에 따라 공식 유치 절차에 착수하게 됐다.

김광열 영덕군수는 동의안 가결 직후 기자회견을 열고 “지역의 미래와 생존이 걸린 매우 중대한 결정”이라며 “높은 찬성 여론은 소멸의 길이 아닌 미래로 나아가겠다는 군민의 결단이자 지역 위기를 스스로 돌파하겠다는 의지”라고 강조했다. 이어 “정치적 이해타산에 흔들림 없이 군민의 뜻을 받들어 작은 의견과 우려에도 귀 기울이며 사업을 추진하겠다”고 밝혔다.

영덕군은 오는 3월 30일까지 한수원에 신청서를 제출할 계획이다. 이후 정부와 한수원은 4월 27일까지 지자체 지원계획을 접수하고, 6월 25일까지 평가위원회의 부지 선정 조사 및 평가를 거쳐 후보지를 발표할 예정이다.

평가 기준은 △부지 적정성 △환경성 △건설 적합성 △주민 수용성 등 4개 분야로 각 25점씩 총 100점 만점으로 구성된다. 후보지가 최종 선정되면 토지수용 등 관련 절차를 거쳐 2030년대 초 건설 허가를 받고, 2037~2038년 준공을 목표로 사업이 추진될 전망이다.

영덕군은 2012년 전원개발사업 예정구역으로 지정·고시되는 등 2017년 정부의 에너지 전환 로드맵으로 신규 원전 건설이 백지화되기 전까지 유력 후보지로 거론된 바 있다. 군은 부지 여건의 적합성, 지원계획의 구체성, 행정적 준비도와 추진 역량, 지역 결속력 등을 강점으로 내세우며 ‘준비된 지자체’임을 강조하고 있다.

김 군수는 “지금부터가 본격적인 경쟁의 시작”이라며 “영덕이 국가 에너지 전략의 중심지로 도약할 수 있도록 정주 여건 개선, 일자리 창출, 청년 유입, 산업·교육·의료 인프라 확충 등 종합적인 미래 전략을 구축해 군민 삶의 질을 근본적으로 높이겠다”고 밝혔다.

The evaluation criteria consist of four categories: site suitability, environmental friendliness, construction suitability, and resident acceptance, each worth 25 points for a total of 100 points. Once a candidate site is selected, the project is expected to proceed with land acquisition and other related procedures, with construction permits expected in the early 2030s, with completion targeted for 2037-2038.

Yeongdeok County was designated and announced as a planned power development project area in 2012 and was considered a strong candidate until the government's energy transition roadmap in 2017 scrapped plans for new nuclear power plant construction. The county emphasizes its position as a "prepared local government," highlighting its strengths as a "proper site," including the suitability of the site, the specificity of its support plan, its administrative preparedness and implementation capabilities, and its strong regional cohesion.

Governor Kim stated, “Now is the beginning of the real competition,” and added, “We will establish a comprehensive future strategy to fundamentally improve the quality of life for the people of Yeongdeok by improving living conditions, creating jobs, attracting young people, and expanding industrial, educational, and medical infrastructure so that Yeongdeok can leap forward as the center of the national energy strategy.”
