이번 회의는 기후변화로 산불이 대형화·동시다발적으로 발생하는 추세에 대응해 예방 중심의 입체적 대응 방안을 마련하고, 초동 대응 실패로 인한 피해 확산을 방지하기 위한 기관 간 협력 체계를 강화하기 위해 추진됐다.

군은 회의를 통해 산불 예방부터 초기 대응, 진화에 이르기까지 전 과정을 아우르는 종합대책을 수립했다. 주요 내용은 △화목보일러 전수 점검 △AI 드론 기반 24시간 감시 체계 구축 △산불 감시 인력 탄력 근무 및 전문교육 △불법 소각 단속 및 파쇄 지원 강화 △주민 참여형 예방 체계 구축 △산불 진화 헬기 상시 대기 등이다.

현재 영덕군은 화목보일러를 사용하는 661가구와 재래식 아궁이 사용 200여 가구를 대상으로 책임 공무원을 지정해 전수 점검을 실시하고 있으며, 화기 보급 및 재처리 용기 지원을 병행해 생활 속 부주의로 인한 산불 발생 요인을 사전에 차단하고 있다.

또한 9개 읍·면에 AI 드론 스테이션 15개소를 구축해 산림 인접 취약지역을 24시간 자동 감시하고, 열화상 카메라를 활용해 야간에도 산불 징후를 조기에 포착할 수 있도록 했다. 산불 감시 카메라 35개소와 감시탑, 현장 인력을 연계한 다층 감시 체계도 함께 운영해 감시 사각지대를 최소화했다.

불법 소각 행위에 대해서는 환경부서와 농업기술센터가 협업해 합동 단속반을 운영하고, 위반 행위에 대해 엄정 대응하는 한편 영농 부산물 파쇄 지원을 확대해 소각을 원천 차단한다는 방침이다.

아울러 마을 방송과 캠페인을 통해 주민 경각심을 높이고, 주요 등산로와 산림 인접 지역을 중심으로 예방 홍보를 강화해 주민이 직접 참여하는 산불 예방 체계를 구축하고 있다.

이와 함께 임차 헬기 1대를 상시 대기시켜 산불 발생 시 즉각 투입이 가능하도록 하고, 관계기관과의 통합 지휘 체계를 통해 인력과 장비를 신속히 동원해 초동 진화의 골든타임을 확보할 계획이다.
