영덕군은 선거일인 6월 3일을 기준으로 60일 전인 오는 4월 4일부터 선거일까지 공정성을 저해할 우려가 있는 행위가 제한된다고 밝혔다.

공직선거법에 따르면 해당 기간 동안 △공무원의 업적 홍보 △지방자치단체장의 선거에 영향을 미치는 행위 △각종 행사 개최 및 후원 △시설물 설치 등은 금지된다.

특히 지방자치단체와 소속 공무원은 직무와 관련해 특정 정당이나 후보자(예비후보자 포함)의 업적을 홍보하는 행위가 엄격히 금지되며, 이를 위반할 경우 관련 법에 따라 처벌을 받을 수 있다.

또한 제한 기간 중 행사와 관련해 사회단체에 보조금을 지원하는 행위도 원칙적으로 금지돼 각별한 주의가 요구된다.

다만 △법령에 따라 개최·후원이 규정된 행사 △특정 시기에 개최하지 않으면 목적 달성이 어려운 행사 △긴급 민원 해결을 위한 행위 △국가유공자 위령제 및 국경일 기념식 △법령상 주민 동의가 필요한 사업 설명회 △정기적인 주민체육대회나 전통 축제 등은 예외적으로 허용된다.

영덕군 관계자는 “선거의 공정성과 중립성 확보를 위해 법에서 정한 제한사항을 철저히 준수하는 것이 중요하다”며 “깨끗하고 투명한 선거가 치러질 수 있도록 위법행위 방지에 군민들의 관심과 협조를 당부한다”고 말했다.

Ahead of the 9th National Simultaneous Local Elections, Yeongdeok County is urging residents and public officials to exercise caution by strengthening guidance and public awareness campaigns regarding restricted and prohibited acts under the Public Official Election Act.

Yeongdeok County announced that acts that may compromise fairness will be restricted from April 4th—60 days prior to the election date of June 3rd—until the election day itself.

According to the Public Official Election Act, during this period, the following are prohibited: promoting the achievements of public officials; acts that influence the election of the head of the local government; hosting or sponsoring various events; and installing facilities.

In particular, local governments and their affiliated officials are strictly prohibited from promoting the achievements of specific political parties or candidates (including preliminary candidates) in relation to their duties; violations may result in punishment under relevant laws.

Furthermore, providing subsidies to social organizations in connection with events during the restricted period is also prohibited in principle, requiring special attention.

However, exceptions are permitted for: △events stipulated by law for hosting or sponsorship; △events where achieving the objective is difficult if not held at a specific time; △actions aimed at resolving urgent civil complaints; △memorial services for persons of national merit and ceremonies for national holidays; △project briefings requiring resident consent under the law; and △regular resident sports competitions or traditional festivals.

An official from Yeongdeok County stated, "It is important to strictly adhere to the restrictions set by law to ensure the fairness and neutrality of the election," adding, "We ask for the residents' interest and cooperation in preventing illegal acts so that a clean and transparent election can be held."
