군은 이번 선정이 지난해 220억 원 규모 ‘농촌협약’ 공모 선정에 이은 성과로, 농촌 공동체 회복과 지역경제 활성화에 새로운 전기를 마련할 것으로 기대하고 있다.

농촌공간정비사업은 악취와 소음, 오염물질 배출 등으로 주민 생활에 불편을 주는 난개발 시설을 정비·이전하고, 해당 부지를 쉼터와 생활 편의시설로 재구성해 정주 여건을 개선하는 사업이다.

영덕군은 강구면 금호지구를 대상지로 올해부터 2030년까지 5년간 국비 75억 원과 도비 22억 5천만 원을 포함한 총 150억 원을 투입해 정비를 추진한다.

금호지구는 주거 밀집 지역 내 수산물 가공공장이 혼재돼 있어 악취와 소음 등 생활 불편이 지속적으로 제기돼 온 곳이다.

이에 군은 지구 내 수산물 가공공장 6곳 가운데 5곳을 인근 농공단지로 이전하고 1곳은 폐업을 유도하는 등 구조적인 정비에 나설 계획이다. 기존 공장 부지에는 마을 쉼터와 공동주차장 등 주민 공동이용시설을 조성해 쾌적한 생활환경을 구축한다는 방침이다.

또한 이번 사업 대상 외 잔여 공장 시설에 대해서도 단계적인 정비를 이어가 지역 내 환경 격차를 최소화하고, 금호지구 전반을 살기 좋은 농촌 공간으로 재편할 계획이다.

군은 사업 추진 과정에서 주민 의견을 최우선으로 반영하고, 이전 기업의 안정적 정착을 위해 농공단지와의 연계를 강화하는 등 주민 친화형 사업으로 추진할 방침이다.

김광열 영덕군수는 “이번 사업은 강구면 주민들의 오랜 숙원을 해결하고 농촌 공간의 가치를 높이는 계기가 될 것”이라며 “군민이 체감할 수 있는 쾌적하고 살기 좋은 환경 조성에 행정력을 집중하겠다”고 말했다.

Yeongdeok County has secured a total project budget of 15 billion won after being finally selected for the "2026 Rural Space Improvement Project" competition organized by the Ministry of Agriculture, Food and Rural Affairs.

The county expects this selection, following its selection for the 22 billion won "Rural Agreement" competition last year, to provide a new turning point for the recovery of rural communities and the revitalization of the local economy.

The Rural Space Improvement Project is designed to improve residential conditions by reorganizing and relocating facilities resulting from reckless development that cause inconvenience to residents through odors, noise, and pollutant emissions, and by reconfiguring the sites into rest areas and living amenities.

Yeongdeok County plans to proceed with the improvement project in the Geumho District of Ganggu-myeon, investing a total of 15 billion won over five years from this year until 2030, including 7.5 billion won in state funds and 2.25 billion won in provincial funds. The Geumho District has been a source of persistent complaints regarding living inconveniences, such as foul odors and noise, due to the coexistence of seafood processing plants within a densely populated residential area.

In response, the county plans to undertake structural improvements, including relocating five of the six seafood processing plants in the district to a nearby agricultural and industrial complex and encouraging the closure of one plant. The county intends to establish a pleasant living environment by creating community facilities on the existing factory sites, such as village rest areas and shared parking lots.

Furthermore, the county plans to continue phased improvements on the remaining factory facilities not included in this project to minimize environmental disparities within the region and reorganize the entire Geumho District into a livable rural space.

The county intends to implement the project as a resident-friendly initiative by prioritizing residents' opinions during the implementation process and strengthening ties with the agricultural and industrial complex to ensure the stable settlement of the relocated companies. Yeongdeok County Governor Kim Gwang-yeol stated, “This project will serve as an opportunity to resolve the long-standing aspirations of the residents of Ganggu-myeon and enhance the value of rural spaces,” adding, “We will concentrate our administrative efforts on creating a pleasant and livable environment that residents can truly experience.”
