【브레이크뉴스 영덕】박영재 기자=영덕군은 저소득층의 문화 향유 기회를 확대하고 소득 격차에 따른 문화소비 불균형을 완화하기 위해 지난 2일부터 ‘통합문화이용권 지원사업’을 시행하고 있다고 밝혔다.

이번 사업은 일상 속 문화 참여를 확대하기 위한 정부 국정과제의 일환으로, 6세 이상 기초생활수급자와 차상위계층을 대상으로 문화생활 지원금을 제공하는 것이 핵심이다.

지원 대상자에게는 1인당 연간 15만 원이 충전된 문화누리카드가 지급된다. 특히 올해부터는 13~18세 청소년과 60~64세 준고령층에게 1만 원의 생애주기별 추가 지원금이 더해진다.

문화누리카드는 전국 3만5,000여 개 가맹점에서 사용할 수 있다. 문화예술·국내여행·체육 분야에서 활용 가능하며, 영화 관람료 2,500원 할인, 4대 프로스포츠(배구·농구·축구·야구) 관람료 최대 40% 할인, 공연·전시 관람료, 악기 구매비, 숙박료, 테마파크 입장권, 체육시설 이용료, 스포츠용품 할인 등 다양한 혜택이 제공된다. 할인율은 가맹점별로 상이하다.

카드 신청은 11월 30일까지 전국 읍·면·동 주민센터와 ‘문화누리카드’ 누리집, 모바일 앱을 통해 가능하며, 발급된 카드는 12월 31일까지 사용할 수 있다.

기존 발급자는 전년도 카드 사용 실적이 3만 원 이상이고 올해도 수급 자격을 유지할 경우 별도 신청 없이 지원금이 자동 충전된다. 충전 완료 시 안내 문자가 발송되며, 주민센터와 누리집, 고객센터(1544-3412), 모바일 앱을 통해 충전 여부와 사용 현황을 확인할 수 있다.

영덕군 내 주요 가맹점으로는 시외버스터미널, 기차역, 서점, 사진관, 펜션, 온천, 체육용품 판매점 등이 있다. 가맹점 신규 등록은 경북 지역 주관처인 경북문화재단을 통해 신청하면 된다.

Yeongdeok County Launches "Integrated Culture Pass" to Address Cultural Divide for Low-Income Residents

Yeongdeok County announced on the 2nd that it has been implementing the "Integrated Culture Pass Support Project" to expand cultural experiences for low-income residents and alleviate the imbalance in cultural consumption caused by income disparity.

This project, part of the government's national agenda to expand cultural participation in everyday life, focuses on providing cultural activity subsidies to recipients of basic livelihood security and near-poor households aged six and older.

Eligible recipients will receive a Culture Nuri Card preloaded with 150,000 won per person per year. Starting this year, youth aged 13-18 and seniors aged 60-64 will receive an additional 10,000 won based on their life cycle.

The Culture Nuri Card can be used at approximately 35,000 participating stores nationwide. It can be used in the arts and culture, domestic travel, and sports sectors. Various benefits are offered, including a 2,500 won discount on movie tickets, up to 40% off tickets to the four major professional sports (volleyball, basketball, soccer, and baseball), performance and exhibition admissions, musical instrument purchases, lodging, theme park admission, sports facility usage fees, and discounts on sports equipment. Discount rates vary by participating store.

Card applications are open until November 30th at community centers nationwide, through the Culture Nuri Card website, and mobile app. Issued cards are valid until December 31st.

Existing cardholders who spent at least 30,000 won on their cards in the previous year and remain eligible for the program this year will automatically receive the subsidy without a separate application. A text message will be sent upon completion of the recharge, and recharge status and usage can be checked through community centers, the website, the customer center (1544-3412), and the mobile app.

Major franchise locations in Yeongdeok County include intercity bus terminals, train stations, bookstores, photo studios, pensions, hot springs, and sports goods stores. New franchise registration applications can be submitted through the Gyeongbuk Cultural Foundation, the regional organization responsible for the Gyeongbuk region.
