경북도는 2027년도 국비 확보 목표액을 13조2,000억 원으로 설정했다. 이는 2026년 확보액 12조7,356억 원보다 4,644억 원(3.7%) 증가한 규모다. 도는 정부가 그동안의 긴축 재정 기조에서 벗어나 경제 회복과 미래 성장 중심의 재정 운영으로 전환하는 흐름을 주요 기회 요인으로 분석해 목표치를 상향 조정했다고 설명했다.

이번 보고회에서는 정부의 ‘기술주도 성장’ 전략과 ‘5극 3특’ 체제 구축 등 국정 과제에 부합하는 신규 사업 발굴 전략이 집중적으로 논의됐다. 또한 5대 첨단산업 기술(MegaTech) 연합도시 구축과 대통령 지역공약 사업(경북 7대 공약 15대 세부과제)을 국비 사업과 연계하는 방안도 주요 안건으로 다뤄졌다.

경북도는 국가투자예산 확보를 위한 시기별 대응 전략도 구체화했다. 전 부서와 이행 방안을 공유해 예산 편성 단계별 대응력을 강화하고, 앞으로 정부 예산 편성 일정에 맞춰 전략을 지속적으로 보완·점검할 계획이다. 특히 도와 시·군, 지역 국회의원 간 협력체계를 구축하는 ‘원(one)팀’ 전략을 통해 목표액 달성에 행정 역량을 집중한다는 방침이다.

보고회에서는 내년도 주요 전략 사업도 분야별로 제시됐다.

먼저 사회간접자본(SOC) 분야에서는 ▲남부내륙철도(김천~거제) ▲문경~김천 철도(문경~상주~김천) ▲대구도시철도 1호선 금호 연장 ▲영일만 횡단구간 고속도로 ▲구미~군위 간 고속도로 등이 주요 사업으로 포함됐다.

농림·수산 분야에서는 ▲인공지능(AI) 로봇 기반 연안안전 기술개발 및 기업육성 ▲해조류 블루카본 연구개발 ▲산림경영특구 지정 ▲노지 스마트기술 융복합 실증모델 확산 ▲그린바이오 융복합 창조센터 조성 등이 제시됐다.

복지·고용 분야는 ▲지역 의료소멸 대응 선도사업 ▲통합보건진료센터 구축 시범사업 ▲소아환자 야간·휴일 진료센터 운영지원 ▲지역산업맞춤형 일자리 지원사업 등이 포함됐다.

문화·환경 분야에서는 ▲K-예술기술융합문화지원센터 건립 ▲국립 APEC 공공외교센터 ▲APEC 국제협력 생태단지 조성 ▲탄소중립 선도도시 조성 ▲첨단전자산업 자원순환 녹색융합협력단지 조성 ▲CCU 초대형사업(Megaproject) 등이 주요 사업으로 제시됐다.

이 밖에 연구개발(R&D)·산업 분야에서는 ▲극지해양정보 AI센터 구축 ▲해양바이오 소재 기반 첨단 블루바이오 연구개발 ▲첨단반도체 소재부품 복합센터 구축 ▲경북형 소상공인 AI 비즈코치 구축 ▲AI 기반 시장상권 활성화 통합 플랫폼 지원사업 등이 전략 사업으로 보고됐다.

이철우 도지사는 “정부가 연구개발(R&D) 예산을 역대 최대 규모로 편성하고 지역 균형발전을 강조하는 지금이 경북의 미래 성장 동력을 확보할 적기”라며 “단순한 예산 요구를 넘어 중앙부처가 수용할 수 있는 치밀한 논리를 마련하고 사전 절차를 철저히 이행해 달라”고 당부했다.

한편 경북도는 지난해 새 정부 출범으로 정책 환경이 변화한 상황에서도 12조7,356억 원의 국비를 확보하며 민선 8기 출범 이후 지속적인 국비 확보 증가세를 이어가고 있다.

In the agriculture, forestry, and fisheries sectors, key initiatives include: ▲development of coastal safety technology and business development based on artificial intelligence (AI) robots; ▲research and development of blue carbon from seaweed; ▲designation of a forest management special zone; ▲dissemination of a demonstration model for open-field smart technology convergence; and ▲establishment of a green bio convergence creative center.

In the welfare and employment sectors, initiatives include: ▲a pilot project to address the extinction of local medical services; ▲a pilot project to establish an integrated health care center; ▲support for the operation of night and holiday clinics for pediatric patients; and ▲a job support project tailored to local industries.

In the culture and environment sector, key initiatives include: ▲establishment of the K-Arts and Technology Convergence Cultural Support Center; ▲National APEC Public Diplomacy Center; ▲establishment of the APEC International Cooperation Eco-Complex; ▲establishment of a carbon-neutral leading city; ▲establishment of a green convergence cooperative complex for the advanced electronics industry; and ▲the CCU Megaproject.

In addition, strategic projects reported in the R&D and industry sectors include: ▲Establishment of a Polar Ocean Information AI Center; ▲Advanced Blue Bio Research and Development based on Marine Biomaterials; ▲Establishment of a Complex Center for Advanced Semiconductor Materials and Components; ▲Establishment of a Gyeongbuk-style AI Business Coach for Small Businesses; and ▲AI-based Integrated Platform Support Project for Market Revitalization.

Governor Lee Cheol-woo stated, "With the government allocating the largest R&D budget ever and emphasizing balanced regional development, now is the right time to secure Gyeongbuk's future growth engine." He urged, "Go beyond simple budget requests and develop a meticulous rationale that central government agencies can accept, and thoroughly implement all necessary procedures."

Meanwhile, despite the policy environment changed with the launch of the new administration last year, Gyeongbuk Province secured 12.7356 trillion won in national funding, continuing its steady increase since the launch of the 8th elected government.
