【브레이크뉴스 경북】이성현 기자= 한국경제연구원이 국내 500대 기업을 조사한 결과 하반기 신규 인력을 뽑지 않거나 채용계획을 세우지 않은 기업이 74%로 나타나는 것으로 확인됐다. 이에 따라 모로나 19로 인한 하반기 고용시장도 상황이 밝지 못할 것으로 전망되고 있다.

경북 취업 고전 전망 中 일자리 지원책 나오나

경상북도 역시 고전이 예상된다. 지난 3월 최저치를 기록한 경북의 고용율은 한때 7월 예년 수준으로 회복세를 보였으나, 코로나 재확산으로 8월부터 다시 악화되는 경향을 보이고 있다. 특히, 코로나 19 사태에서 취업의 취약성이 극명하게 드러난 특수형태 근로자와 프리랜서 등 취업취약계층 근로자들에 대한 고용안전성이 무엇보다 절실하다는 지적이다.

경북은 그동안 6만 6287명의 이들 근로자들에게 이들 불균등한 특성을 보이고 있는 근로자를 지원하기 월 최대 50만원의 일자리 특별지원을 하고, 코로나 피해 근로자를 위한 생계유지 차원의 단기일자리 사업으로 ‘코로나 19 극복 희망 일자리사업’을 내실 있게 추진해 오고 있다.

그러나, 포스트 코로나 변화와 장기적 대책으로는 한계가 있다는 지적도 있다. 실제, 지난 3년간의 일자리 정책이 전체 일자리 시장의 파이를 키우고 취업 취약계층 맞춤형 일자리 사업에 집중했다면 앞으로는 언택트 서비스의 보편화와 AI 기술의 획기적인 발전, 스마트 산업으로의 전환에 따라 완전히 새로운 형태의 노동시장이 형성될 것으로 예상되면서 이에 대한 대응력 향상이 무엇보다 중요하다. 경북도는 이에 대응할 수 있는 특화된 일자리를 지속 발굴, 변화하는 노동시장과 산업구조 개편에 신속하게 대응하겠다는 방침이다.

경북도, 일자리 사업 확대 추진

경상북도의 일자리 창출 시발점은 고용노동부 공모사업인 ‘고용안정 선제대응 패키지 지원사업’이다. 김천과 구미, 칠곡을 중심으로 추진되는 이 사업은 고용위기가 우려되는 지역에 산업정책과 연계한 중장기 일자리 사업을 선제적으로 실시해 해당 지역의 고용안정이 목적이다. 올해 5월 전국 17개 시도에서 22개의 사업을 제안해 최종 5개 시․도(경북, 인천, 충북, 전북, 경남)가 선정됐다. 경북도는 2024년까지 총 698억원을 투입해 좋은 일자리 6800여개를 창출하겠다는 각오다. 

이에 따라 구미와 김천, 칠곡은 각각의 산업의 특성에 맞는 관련 산업정책이 추진된다. 먼저, 구미는 국가산단과 전자산업의 침체로 인한 침체를 벗어나기 위해 구미 상생형 일자리, 스마트 산단 조성사업 등의 산업정책이 추진중이다. 

이외에 김천은 국가 융복합혁신클러스터, 칠곡은 전기 자동차 부품 혁신벨트를 각각 추진한다. 경북도는 이러한 산업정책에 적합한 맞춤형 인력을 양성하고, 고용 사업을 선제적으로 추진해 일자리 창출을 유도하게 된다.

경북도는 지역 경제와 고용 상황이 코로나 19로 지속적인 위기와 미래차로의 산업 변화에 따라 수년 내에 자동차 부품산업의 고용에 가장 큰 위기가 발생할 것으로 예상하고 있다.  특히, 전기차로의 전환에 따라 자동차 부품은 3만개에서 1만8천개로 40%이상 감소하고, 인력은 20%이상 감소가 예상된다. 

경북도는 이 같은 위기에 대응하기 위한 일환으로, 2021년부터 미래 모든 산업에 필수적 인력인 소프트웨어 분야 전문 인력을 집중 양성하고 기업의 성장 목표에 따른 수요에 대응하여 일자리를 지원하는 사업을 추진한다.

기업은 R&D, 시설장비 투자계획을 도에 제출하고 그에 따라 경북도는 기업의 성장 계획을 평가한 뒤 일자리 창출을 지원하게 된다. 특히, 소프트웨어 전문 인력들과 기술 전문 인력들이 네트워크를 형성하고 기술을 공유하면서 자연스레 창업으로 성장할 수 있는 토대도 제공한다. 이른바 ‘소프트웨어 Open Bank’라고 하는 이 프로그램의 최종 목적은 기술인과 투자를 묶어 경북형 벤처밸리로 성장 시키는 데 있다.

이철우 도지사는 “일자리 사업도 산업의 성장과 코로나 등 국제적 위기상황에서 새로운 변화와 진화를 모색해야 한다”고 강조하고“경북의 일자리 패러다임을 코로나 대응과 미래 성장산업 기반 체계로 변화시키고 정부의 한국형 뉴딜의 고용 정책을 우리 경북이 선도해 나가겠다”고 말했다.

The Province of Gyeonggi province intends to continuously find specialized jobs that can respond to this, and to respond quickly to the changing labor market and industrial structure.

North Gyeonggi Province promotes expansion of jobs business

The starting point for job creation in North Gyeongsang Province is the "Employment Stability Preemptive Response Package Support Project,"A Public Service Project for the Ministry of Employment and Labor." The project, which is centered around Kimcheon, Gumi, and Sachil, preemptively conducts mid-to-long-term job projects in areas where there is concern about the employment crisis, and is aimed at stabilizing employment in the region. In May of this year, 22 projects were proposed in 17 attempts across the country, and the final five cities were selected: Gyeongbuk, Incheon, Chungbuk, Jeonbuk, and Gyeongnam. By 2024, The Province of Gyeonggi Province is committed to creating 6,800 good jobs by committing a total of KRW 69.8 billion. 

Accordingly, the relevant industrial policies for The United States, Kimcheon, and Seven-Fold will be promoted according to the characteristics of each industry. First, in order to escape the stagnation caused by the stagnation of the national industrial complex and the electronics industry, the United States is pursuing industrial policies such as the creation of a smart sanding project. 

In addition, Kim Cheon promotes the National Convergence Innovation Cluster and the Seven-Song Electric Vehicle Parts Innovation Belt. The province expects the biggest crisis in the auto parts industry in a few years due to the ongoing crisis and the industry change in the future, with the local economy and employment situation being corona 19.  In particular, the automobile parts are reduced by more than 40% from 30,000 to 18,000 vehicles, and the workforce is expected to decrease by more than 20%. 

As part of this crisis, The Province of Gyeonggi province will focus on training software professionals who are essential to all industries in the future from 2021, and to support jobs in response to the demand in response to the company's growth goals.
