2022년 7월 취임해 임기 반환점을 돈 박순진 대구대 총장이 지난 2년간의 소회와 앞으로 남은 2년간의 포부를 전했다.

학과 구조개편 성과

박순진 총장은 취임 직후 지난 2년간 16개 학과(전공)에 대한 신입생 모집중지를 단행했다. 

총장은 지난 2015년에 기획처장을 역임하며 학과 구조개편을 추진했던 경험을 바탕으로, 대학에서 오랜 기간 축적해 온 학과 평가 데이터를 기반해 본부 주도의 탑다운(Top-Down) 방식으로 진행했다. 

대구대는 단순히 학과 수를 줄이는 수세적인 방식의 학과 구조개편에 그치지 않았다. 미래 산업 수요에 맞는 인재를 육성할 수 있도록 2년간 미래 유망학과를 8개 과감히 신설했다.

지난해에는 크리에이터 특성화 3개 학과(미디어커뮤니케이션학부 광고PR전공, 웹툰영상애니메이션학부 웹툰전공, 게임학과)와 보건의료안전 특성화 3개 학과(보건의료정보학과, 소방안전방재학과, 응급구조학과)를 신설했다. 올해는 공공안전학부(공직법무전공), 스포츠헬스케어학과를 신설해 내년에 새롭게 문을 연다. 또한 경쟁력 있는 특성화 학과에 대한 학생 정원을 늘려 입시 경쟁력을 높이고 있다.

학과 구조개편의 결과는 괄목할 만하다. 신설 학과 대부분은 신입생 등록률이 거의 100%를 기록했으며, 2년 전 80% 초반에 머물던 신입생 등록률은 2년 만에 97.6%를 기록하는 등 반전을 이뤘다. 정원이 늘어난 특성화 학과에 대한 학생 충원도 성공적으로 진행됐다. 2년간의 신속히 진행된 학과 구조개편에 따른 후속 조치도 병행되고 있다. 모집중지 학과 학생을 위한 수업권 보호를 위해 특별지원 방안을 마련하고, 교원의 신분 안정을 위한 소속전환에 관한 규정을 정교화하는 등 사후 관리에도 힘쓰고 있다.

대형 국고지원사업 유치

대구대는 주요 국고지원사업에서 많은 성과를 보이고 있다. 특히 전국 6개 대학만이 선정된 대구·경북 유일의 ‘창업중심대학’ 사업이 대표적이다. 이 사업을 통해 5년간(2022~2026) 375억 원을 지원받아 지역특화 우수 기술창업지원 프로그램 등을 통한 스타트업 육성에 박차를 가하고 있다.

교육부의 주요 국고지원사업인 대학혁신지원사업에서의 성과도 눈에 띈다. 지난 8월 대학혁신지원사업 Ⅰ유형(일반재정지원) 성과 평가에서 교육혁신 성과 및 자체 성과관리 영역 모두 A등급을 받으며 올해 총 80억 원의 사업비를 확보했다.

첨단 분야 정부지원 사업 유치도 이어지고 있다. 전국 7개 대학(강원대, 대구대, 숭실대, 서울대, 조선이공대, 중앙대, 포항공대)이 컨소시엄을 이뤄 시스템반도체 전문인력을 양성하는 디지털 신기술 인재양성 혁신공유대학 사업을 수행하고 있으며, 지난 7월에는 반도체 설계 분야 신병훈련소 사업인 ‘첨단산업 인재 양성 부트캠프’ 사업에 선정됐다. 이를 통해 5년간 총 75억 원을 지원받아 반도체 인력 양성을 위한 인적·물적 인프라를 조성한다. 

‘2전3기’ 글로컬대학30 사업 재도전

대구대는 지난해 인근 대학들과 연합대학 형태로 글로컬대학30 사업에 도전했지만 고배를 마셨다. 내년 도전을 위해 대구대는 글로컬대학30추진단을 새롭게 꾸렸다. 대구대가 잘할 수 있는 부분이 무엇인지와 사회적으로 기여할 수 있는 부분이 어떤 부분인지를 잘 고민해 앞으로의 사업 방향을 정할 계획이다.

Results of Department Restructuring

Immediately after taking office, President Park Soon-jin suspended the recruitment of new students for 16 departments (majors) over the past two years.

Based on his experience in promoting department restructuring while serving as the Director of Planning in 2015, the president implemented it in a top-down manner led by the headquarters based on department evaluation data accumulated over a long period of time at the university.

Daegu University did not stop at simply reducing the number of departments and restructuring them in a defensive manner. In order to foster talent that meets the demands of future industries, eight promising departments were boldly established over the next two years.

Last year, three departments specializing in creators (Advertising and PR major in the Department of Media Communication, Webtoon major in the Department of Webtoon and Video Animation, and Game department) and three departments specializing in health and medical safety (Health and Medical Information, Fire Safety and Disaster Prevention, and Emergency Rescue) were newly established. This year, the Department of Public Safety (Public Service Law major) and the Department of Sports Healthcare were newly established and will open next year. In addition, the number of students in competitive specialized departments has been increased to enhance their competitiveness in admissions.

The results of the department restructuring are remarkable. Most of the newly established departments recorded a freshman registration rate of almost 100%, and the freshman registration rate, which was in the early 80s two years ago, has turned around to 97.6% in just two years. The number of students in specialized departments with increased quotas has also been successfully filled. Follow-up measures are also being taken in accordance with the rapid restructuring of departments over the past two years. In order to protect the right to teach for students in departments where recruitment has been suspended, special support measures have been prepared, and efforts are being made to manage aftercare, such as refining regulations on transfer of affiliation to ensure the stability of faculty positions.

Attracting large-scale national support projects

Daegu University is showing many achievements in major national support projects. In particular, the only ‘Startup Centered University’ project in Daegu and Gyeongbuk, where only six universities nationwide were selected, is representative. Through this project, 37.5 billion won has been supported for five years (2022-2026), and startups are being fostered through regional specialized excellent technology startup support programs.

The results in the University Innovation Support Project, a major national support project of the Ministry of Education, are also notable. In the performance evaluation of the University Innovation Support Project Type 1 (general financial support) in August, both the education innovation performance and self-performance management areas received an A grade, securing a total of 8 billion won in project expenses this year.

Attracting government-supported projects in cutting-edge fields is also continuing. Seven universities nationwide (Kangwon National University, Daegu University, Soongsil University, Seoul National University, Chosun University of Technology, Chung-Ang University, and Pohang University of Science and Technology) have formed a consortium to carry out the Digital New Technology Talent Training Innovation Sharing University Project to train system semiconductor professionals, and in July, they were selected for the ‘Advanced Industry Talent Training Bootcamp’ project, a new recruit training center in the semiconductor design field. Through this, a total of 7.5 billion won will be supported over five years to create human and material infrastructure for training semiconductor personnel.

‘2-3-1’ Global University 30 Project Re-challenge

Daegu University challenged the Global University 30 Project in the form of a joint university with nearby universities last year, but suffered a bitter defeat. In preparation for next year’s challenge, Daegu University has newly established the Global University 30 Promotion Team. It plans to carefully consider what Daegu University can do well and what it can contribute to society and determine the future direction of the project.
