문크냠오동가라브는 몽골 국립암센터에서 의사로 재직하던 중 경상북도의 선진 정책과 지역문화를 배우기 위해 경북으로 이주했다. 이후 한국어 학사과정을 졸업하고 대구한의대학교 한의학과 석사과정에 진학했으며, 현재는 E-7 비자를 통해 영덕에 정착해 대구한의대학교 세대통합지원센터에서 영덕 이웃사촌마을사업을 추진하고 있다.
그는 이웃사촌마을사업의 글로벌 확산 모델 구축을 목표로 경상북도와 영덕군을 연결하는 핵심 인재로 활동하며 한·몽 간 실질적인 협력 성과를 창출해 왔다. 몽골 교육과학부와의 교육·산업 분야 업무협약(MOU)을 비롯해 몽골국립의과대학교와의 MOU·MOA 체결, 몽골약학대학교와의 공동 연구·개발(R&D) 추진, 이흐자삭대학교와의 MOA 체결 등 다수의 국제 협력 사업을 주도했다.
또한 이웃사촌마을사업에 참여한 영덕 지역 이주기업 10곳의 몽골 수출을 성사시키는 한편, 몽골 오르홍주와의 협력 체계를 구축하고 오르홍주 학교연합체를 구성해 경상북도 유학생 유입을 위한 기반을 마련하는 등 가시적인 성과를 거뒀다.
이 과정에서 경상북도와 영덕군, 대구한의대학교를 중심으로 한국 기업과 몽골 정부, 몽골 대학 및 기업이 참여하는 한·몽 지산학연 협력 생태계 구축에 중추적인 역할을 수행해 왔다는 평가를 받고 있다.
경상북도는 문크냠오동가라브의 사례가 국제화 시대에 드문 성공 모델로, 이러한 인재와 스토리가 국내외로 확산될 경우 경상북도의 정책 경쟁력과 글로벌 이미지 제고에 긍정적인 파급효과를 가져올 것으로 기대하고 있다.
문크냠오동가라브는 “한·몽 간 다양한 협력사업을 지속적으로 확대하고, 글로컬대학30 사업과 이웃사촌마을 조성사업을 연계해 지방시대를 선도하는 성공 모델을 만들어가고 싶다”며 “이웃사촌마을사업을 국제화 사업으로 확장해 경북형 교육·산업 모델을 글로벌 브랜드로 발전시키는 데 기여하겠다. 몽골에 계신 부모님께 경상북도에서 표창을 받았다는 소식을 전할 수 있어 매우 뜻깊다”고 소감을 밝혔다.

Munkhnyam Odongarab, a member of the Planning and Strategy Department of the Generation Integration Support Center of the Industry-Academic Cooperation Foundation of Daegu Haany University (President Byun Chang-hoon), recently received a commendation plaque from Governor Lee Cheol-woo of Gyeongsangbuk-do Province in recognition of his contributions to the creation of neighboring villages, revitalizing the local economy, combating population decline, and promoting exchange and cooperation between South Korea and Mongolia.
Munkhnyam Odongarab, who was working as a doctor at the National Cancer Center in Mongolia, moved to Gyeongsangbuk-do to learn about the province's advanced policies and local culture. After graduating from the Korean Language Program and pursuing a master's degree in Korean Medicine at Daegu Haany University, he settled in Yeongdeok on an E-7 visa and is currently working on the Yeongdeok Generation Integration Support Center's project.
He has served as a key figure connecting Gyeongsangbuk-do and Yeongdeok County, aiming to establish a global expansion model for the "Neighborhood Village" project, and has generated tangible results in cooperation between Korea and Mongolia. He spearheaded numerous international cooperation projects, including a Memorandum of Understanding (MOU) with the Mongolian Ministry of Education and Science in the fields of education and industry, an MOU and MOA with the National University of Mongolian Medical Sciences, a joint research and development (R&D) initiative with the Mongolian University of Pharmacy, and an MOA with Ikhjasak University.
He also achieved tangible results, including securing exports to Mongolia for ten relocated companies from the Yeongdeok region that participated in the "Neighborhood Village" project. He also established a cooperative system with the Mongolian province of Orhong and formed a school association in Orhong, laying the foundation for attracting international students to Gyeongsangbuk-do.
Through this process, he is recognized for playing a pivotal role in establishing a Korea-Mongolia academic-industrial cooperation ecosystem, involving Korean companies, the Mongolian government, Mongolian universities, and companies, centered around Gyeongsangbuk-do, Yeongdeok County, and Daegu Haany University.
Gyeongsangbuk-do Province believes that Munkhnyam Odonggarab's case represents a rare success story in this era of globalization. The spread of these talents and stories both domestically and internationally will have a positive ripple effect on Gyeongsangbuk-do's policy competitiveness and global image.
Munkhnyam Odonggarab stated, "We will continue to expand various cooperative projects between Korea and Mongolia and, by linking the Glocal University 30 project with the Neighboring Village Development Project, create a successful model that leads the local era." He added, "By expanding the Neighboring Village Project into an international project, we will contribute to developing Gyeongsangbuk-do's education and industry model into a global brand. It is truly meaningful to be able to share the news of my parents in Mongolia receiving a commendation from Gyeongsangbuk-do Province."
