기조발표를 맡은 박동균 대구한의대 교수는 “경찰 권한 확대에 맞춰 민주적 통제 장치를 강화해야 한다”며 “국가경찰위원회의 투명성과 공정성을 확보해 정치적 중립성과 전문성을 제도적으로 보장해야 한다”고 강조했다.

또한 “지역 실정을 가장 잘 아는 지방자치단체에 자치경찰 권한을 강화해야 한다”며 “사회적 약자 보호, 교통 안전, 생활 치안 등은 자치경찰이 더 효과적으로 수행할 수 있다”고 말했다. 국가경찰과 자치경찰의 명확한 이원화도 필요하다고 지적했다.

급변하는 범죄환경에 대응하려면 경찰 인력을 늘려 일선 현장에 배치해야 한다고 덧붙였다.

끝으로 박 교수는 “형사사법 기관들이 경쟁 대신 협력과 소통으로 국민 안전을 강화하는 체계로 재편될 것”이라고 전망했다.

세미나에 참석한 학계 전문가들은 국가경찰위원회의 실질적 기능 강화, 자치경찰 권한 확대를 통한 민생침해 범죄 예방과 치안 서비스 개선, 그리고 선진국형 공인탐정 제도 도입 등 구체적 개혁 과제를 제안했다.

이번 세미나는 국민 중심의 경찰개혁과 지역 맞춤형 치안 강화를 위한 실질적 전환점이 될 것으로 기대된다.
