통신회사 KT의 빅데이터 분석 결과에 따르면, 지난해 영덕군을 찾은 관광객 수는 전년 대비 약 78만 명 증가한 1,090만 명을 기록해 7.7%의 증가율을 나타냈다.

특히 한국관광공사 관광데이터랩 자료를 분석한 결과, 영덕군은 관광객 수 증가뿐만 아니라 관광산업의 질적 지표에서도 뚜렷한 개선세를 보였다. 체류시간은 전년 대비 2.8% 늘었고, 숙박 방문자 비율은 8.2% 증가했으며, 관광 소비액도 17.5% 확대된 것으로 나타났다.

이 같은 성과는 대형 산불이라는 악재를 극복하기 위해 영덕군이 추진한 다양한 관광 활성화 정책이 효과를 거둔 결과로 분석된다. 군은 신규 관광 프로그램 운영과 교통 인프라 확충, 체류형 관광 정책을 적극 추진하며 관광 체질 개선에 나섰다.

대표적으로 산불 피해 복구와 관광 활성화를 연계한 그린투어리즘 프로그램 ‘진달래 심기 투어’를 운영해 자연 복원과 체험형 관광을 접목함으로써 관광의 공공성과 참여 가치를 높이고 지역 이미지를 개선했다.

또한 단체관광객 인센티브 지원과 관광택시 운영 등 관광객 편의 증진 정책을 통해 접근성을 강화했으며, 문화유산 야행과 달빛고래 트레킹 등 야간 관광 콘텐츠는 체류시간 연장과 지역 내 소비 확대에 긍정적인 영향을 미친 것으로 평가된다.

여기에 동해중부선 전 구간 개통과 KTX 운행, 영덕–포항 고속도로 개통 등 광역 교통망 확충도 관광객 증가에 중요한 요인으로 작용한 것으로 분석된다.

영덕군 관계자는 “어려운 여건 속에서도 위기를 기회로 삼아 관광 체질 개선에 힘써온 노력이 가시적인 성과로 이어졌다”며 “앞으로도 지속 가능한 체류형 힐링 도시로 자리매김할 수 있도록 다양한 관광 정책을 지속적으로 추진해 나가겠다”고 밝혔다.

한편 영덕군은 내년에도 지역 주민과 전국 각지의 봉사자들이 함께 참여하는 참여형 프로그램 ‘희망 심기’를 지속 추진해 자연 회복과 공동체 기반 관광 활성화를 이어갈 계획이다.
