이날 체결식에는 전대욱 한수원 사장 직무대행, 황기연 수은 은행장, 마누엘 팡길리난 메랄코 사장이 참석했으며, 김정관 산업통상자원부 장관과 마리아 로케 필리핀 통상산업부 장관이 임석했다.

이번 MOU는 필리핀의 신규 원전 도입 추진과 관련해 기술, 인적 역량, 사업성 분석, 금융 지원을 포괄하는 전략적 협력 기반을 구축하기 위해 마련됐다. 주요 협력 내용은 ▲원자력 기술 도입 전반에 대한 공동 논의 ▲교육훈련을 통한 인적 역량 강화 ▲부지 선정 및 지역 수용성 제고 등 초기 개발 단계 협력 ▲원전 사업 금융 지원 방안 모색 등이다.

특히 한수원의 원전 건설·운영 경험과 수은의 정책금융 역량, 메랄코의 현지 전력사업 운영 경험을 결합한 통합형 협력 모델이라는 점에서 의미가 크다는 평가다. 이를 통해 필리핀 신규 원전사업의 체계적 추진을 지원한다는 구상이다.

The signing ceremony was attended by KHNP Acting President Jeon Dae-wook, Korea Eximbank President Hwang Ki-yeon, and Meralco President Manuel Pangilinan. Minister of Trade, Industry and Energy Kim Jeong-kwan and Philippine Trade and Industry Secretary Maria Roque were also present.

This MOU aims to establish a strategic cooperation foundation encompassing technology, human resources, feasibility analysis, and financial support for the Philippines' new nuclear power plant project.
