이철우 경북도지사는 9월 1일 도청 브리핑에서 기자회견을 갖고, 시스템 반도체 생태계 조성 및 전문인력 양성을 골자로 한 정부 반도체 초강대국 실현 목표에 부응 하겠다는 ‘경북 반도체 산업 초격차(超隔差) 전략’을 발표했다.

이 지사는 정부의 반도체 인재 육성 계획에 따라 경북도가 관련 기업이 메카 도시로 발돋움하는 데 주력하겠다고 밝혔다. 

최근 AI, IoT 등 4차 산업혁명의 핵심부품인 반도체 수요는 나날이 증가하고 있다. 미국과 중국의 초대형 반도제 전쟁이 가시화되고 있으면서 우리의 대중국 전략에도 차질이 생기면서 경북이 오히려 기회를 잡을 수 있다는 전망도 나오고 있다. 

전체 반도체 시장의 75%를 시스템 반도체가 차지하고 있지만, 세계시장에서 국내 시스템 반도체 점유율은 3%에 불과한 것으로 나타났다. 특히, 국내 반도체 산업은 메모리 분야로 편중된 산업구조를 띄고 있어 개선이 시급하다는 목소리도 나온다. 

경북도의 이날 발표는 지역의 강점으로 꼽히는 전자산업과 자동차 부품산업 연계를 통한 시스템 반도체로의 구조 재편이 시급하다는 데 따른 조치로, 경북도는 정부 반도체 산업 발전 전략에 맞춰 경북 반도체 산업 발전(안)으로 2031년까지 10년간 시스템 반도체 생태계 조성 및 인력 양성에 나서기로 했다. 

이를 위해 경북도는 무엇보다 ❶차세대 모빌리티 반도체 생태계 조성 ❷와이드밴드갭(WBG) 반도체 클러스터 구축 ❸반도체 전문인력 2만명 양성 등 3대 분야 9대 실천과제를 추진하겠다고 밝혔다. 

이철우 도지사는 ”차세대 모빌리티 반도체 생태계 조성을 위해 나노반도체 융합연구원을 설립하고 차세대 모빌리티 반도체 소자, 설계, 시스템 등의 기술개발을 추진하겠다“면서 ”경북(포스텍, 차세대전력반도체)-대구(DGIST, 센서)-울산(UNIST, 소재·부품·장비) 삼각 협력체계를 구축해 인프라 공유와 공동인력 양성 체계도 구축하겠다“고 거듭 강조했다.

경북도는 또 ”구미 차세대 반도체 특화단지 조성은 지난 8월‘국가 첨단전략산업 경쟁력 강화 및 보호에 관한 특별 조치법’시행으로 법적 근거가 마련된 만큼, 구미국가산단 5단지 내에 269만㎡ 규모의 반도체 기업·연구소 유치와 반도체 기업 협력과 투자 체계를 강화하겠다“고도 덧붙였다. 

경북도는 이밖에 와이드밴드갭(WBG) 반도체 클러스터 구축과 포항 배터리 규제자유 특구와 경북형 일자리 모델(구미 LG엔솔) 등 전기차 생산을 위한 배터리와 전력반도체(KEC 등)의 기반을 적극 활용하는 데도 속도를 내기로 했다. 

특히, 경북도는 산업부 공모사업에 선정된‘와이드밴드갭 소재기반 차량용 전력반도체 제조공정 기반구축’사업이 클러스터 구축의 마중물 역할을 할 것으로 기대하고 있다.

기업과 현장에 맞는 맞춤형 인재 육성 관건은 수도권 중심 

경북도는 반도체 전문인력 2만명 양성을 위해 오는 2031년까지 특성화고와 대학·대학원 등 교육과정에 맞춘 전문인력 양성을 지원하고, 산업 현장의 반도체 인력 수요에 대응한 재직자 맞춤교육과 계약학과 개설을 기업과 협의해 추진하기로 했다.

이미 경북도내 대한 가운데 포항공대와 금오공대가 반도체 학과(전공)를 운영중에 있다. 이 가운데 포항공대는 삼성전자, 금오공대는 SK실트론과 채용조건형 계약학과로 운영할 예정인 것으로 알려지고 있다. 

경북도는 육성된 우수 인재들이 반도체 생산 현장에 바로 투입될 수 있도록 공동장비 구축과 현장 실무교육 지원에도 나설 방침이다.

이 모든 계획을 차질 없이 진행하기 위해서는 반도체 벨트 또한 수도권 중심(K-반도체) 벨트에서 영남권으로 확장을 통한 지역 반도체산업 생태계 활성화가 필요하다는 지적이다. 경북도는 이같은 지방균형 발전 도모를 위해 G-반도체 전략을 새로이 전개해 나가기로 했다. 구미의 5공단이 주목을 받는 이유다.
