이번 경진대회는 대구시와 구·군, 공사·공단, 출자·출연기관에서 창의적 아이디어로 적극 행정을 추진한 사례 가운데 예선을 통과한 10건의 우수사례를 대상으로 진행됐다. 동구청은 지난해와 올 상반기 수상에 이어 3번째 수상이다.

동구청의 적극행정 사례는 음식물류 폐기물 배출량에 관계없이 사업장 규모(200㎡ 이상)만으로 음식물류 폐기물 다량배출사업자로 지정되어 동일한 규제를 받아 온 커피・아이스크림 전문점을 음식물류 폐기물 다량배출사업자에서 제외하도록 법령을 개정한 것이다.

이는 동구청이 환경부에 건의, 논리보강과 협업을 통한 재건의 등 1년 6개월간의 노력 끝에 얻어 낸 성과로 해당 업종 소상공인들에게 음식물류 폐기물 처리비용 절감, 행정처리 간소화로 부담을 줄여 주었다.
