3일 포항시에 따르면 이 시장은 이날 “이차전지 핵심 원료인 리튬, 니켈, 코발트, 망간 제조·가공 기술을 국가전략기술로 지정하면서 기업의 시설투자액에 대한 세액공제와 연구 및 인력개발 지원 등 정부의 직접적이고 공격적인 지원방안을 환영한다”고 밝혔다.

정부는 이차전지 기업에 대한 지원을 강화하기 위해 수산화리튬, 탄산리튬, 황산니켈, 황산코발트, 황산망간 등 양극재용 금속 화합물 제조·가공 기술을 국가전략기술에 포함하는 ‘조세특례제한법 시행령 일부개정안’을 마련했다.

이번 개정안으로 기업들은 연구개발(R&D) 투자액에 대해 50%, 시설투자액에 대해 25%까지 세액공제를 받게 되며 오는 2월 5일까지 입법예고로 의견을 청취하고 국무회의를 거쳐 최종 확정할 예정이다.

그동안 국가전략기술에는 이차전지는 배터리, 양극재, 음극재, 전해질 등 4대 핵심부품의 제조 기술이 선정됐고 양극재 원료는 포함되지 않았으나 이번 개정으로 확대되면서 포항시에 관련 기업들의 투자가 탄력을 받을 것으로 전망된다.

포스코퓨처엠은 전구체 생산을 위해 영일만산단에 중국 CNGR과 합작으로 생산공장 착공을 앞두고 있으며, 올해 준공하는 우전지앤에프의 황산니켈·코발트 생산공장은 세액공제 혜택으로 비용 절감 효과를 거둘 것으로 기대된다.

또한 에코프로는 블루밸리 국가산단에 황산니켈과 수산화리튬을 생산하는 에코프로 머티리얼즈와 이노베이션의 투자에 속도가 붙을 것으로 예상된다.

특히 정부는 중국에 절대적으로 의존하고 있는 국내 이차전지 원료 공급망의 내재화를 촉진하고 기업들이 시장으로 진출할 수 있는 토대가 되도록 연구·인력개발 지원책도 함께 추진한다.

이강덕 시장은 “정부가 글로벌 공급망 불안과 중국 의존으로 위기에 처한 이차전지 산업의 경쟁력을 강화하기 위해 적극적인 지원에 나서고 있다”며 “포항은 정부와 함께 지속적인 혁신과 협력으로 새로운 기회를 만들고 기업들이 생산·투자에 전념할 수 있도록 최선을 다하겠다”고 강조했다.

With this revision, companies will receive a tax deduction of up to 50% for R&D investment and up to 25% for facility investment. The bill will be announced by February 5 and finalized after a Cabinet meeting.

Previously, manufacturing technology for four key components, including batteries, cathode materials, anode materials, and electrolytes, was selected for national strategic technologies, but cathode raw materials were not included. However, with this revision, it is expected that related companies’ investment in Pohang will gain momentum.

POSCO Future M is about to start construction of a joint production plant with China’s CNGR in Yeongil Bay Industrial Complex for precursor production, and Woojeon G&F’s nickel sulfate and cobalt production plant, which will be completed this year, is expected to see cost savings due to tax deduction benefits.

In addition, EcoPro is expected to speed up its investment in EcoPro Materials and Innovation, which produce nickel sulfate and lithium hydroxide in the Blue Valley National Industrial Complex.

In particular, the government is promoting the internalization of the domestic secondary battery raw material supply chain, which is absolutely dependent on China, and is also promoting research and human resource development support measures to lay the foundation for companies to enter the market.
