이번 시상식은 방송사 채널A가 주최하고, 국회 보건복지위원회와 보건복지부가 후원하는 행사로, 복지 분야에서 탁월한 의정 역량을 발휘한 국회의원, 지방의원과 차별화된 복지 정책을 추진한 지방자치단체를 수상자로 선정했다. 

올해 처음 제정된 이 상은 시민들의 삶의 질 향상과 복지 증진에 기여한 지방정부와 공직자를 기리는 자리로 심사위원회의 객관적 심사 결과, 지방정부 부문에서 포항시를 비롯한 6개 지자체가 특별상을 수상하였으며, 국회의원 4명, 광역·기초의원 12명이 수상의 영예를 안았다.

포항시는 시민들의 삶의 질 향상과 복지 증진을 위한 다양한 정책을 추진하며 그 성과를 인정받았다. 특히, 경북 최초로 개소한 ‘주거복지센터’가 높은 평가를 받았다. 

주거복지센터는 시민들에게 맞춤형 상담과 주거복지 관련 정부 및 지자체의 정책 정보를 제공하는 통합 컨트롤타워 역할을 하며, 주거 취약계층을 위한 주거 상향 지원 사업과 주민 교육 등 특화된 서비스를 제공하고 있다.

또한, 포항시는 경북 최초로 3무(無)복지 정책을 시행하여 민간 어린이집 무상보육, 유치원·초중고 무상급식, 중고교 신입생 무상교복 지원 등으로 부모들의 교육·보육 부담을 경감시키는 밀착복지를 실현하고 있다.

더불어 2017년부터 포항성모병원에 365일 24시간 소아응급센터를 운영하여 소아·청소년 의료 공백을 해소하는 데 적극 나섰다. 또한, 일·가정 양립을 위한 포항형 여성 시간 선택제 일자리인 ‘엄마참손단’과 24시간 운영되는 어린이집 등으로 아이 낳고 키우기 좋은 환경을 조성하기 위해 노력하고 있다.

포항시는 이번 수상을 계기로 더욱 많은 시민이 행복하고 즐거운 삶을 영위할 수 있도록 포항형 복지 실현에 힘쓸 계획이다.
