김정기 대구시장 권한대행은 29일 오후 3시 동인청사에서 열린 기자설명회에서 '대구 미래스마트기술 국가산업단지' 조성사업이 기획재정부 예비타당성조사를 통과했다고 발표했다.

이번 통과는 전국 11개 후보지 중 가장 빠른 성과다. 대구시는 2009년 대구국가산단 지정 이후 16년 만에 두 번째 국가산단을 확보하게 됐다.

새 산업단지는 달성군 화원읍과 옥포읍 일대 255만㎡ 규모로 조성된다. 국비 1조8천억 원이 투입되는 대형 국책사업이다.

한국개발연구원 심사에서 경제성 점수가 1.05를 기록했다. 산업단지 조성사업치고는 높은 점수다. 정책 효과와 지역균형발전을 종합한 평가에서도 0.524점으로 사업 추진 타당성을 인정받았다.

대구시는 그동안 경제부시장을 단장으로 유관기관 협력 TF를 운영하며 예타 통과에 총력을 기울여왔다. 240여 개 기업과 투자 협약 및 입주 의향서를 체결하고 해당 기업들을 직접 방문해 사업 필요성과 우수한 입지 여건을 홍보했다.

제2국가산단은 교통과 물류 면에서 탁월한 강점을 갖췄다. 부지 내 중부내륙고속도로 화원옥포IC를 비롯해 광주대구고속도로, 외곽순환고속도로, 국도5호선이 연결된다. 현재 추진 중인 대구산업선과 도시철도 1호선 연장 사업과도 연계돼 시너지 효과가 기대된다.

분양가도 경쟁력이 있다. 3.3㎡당 350만 원으로 인근 산단 대비 70% 수준이다. 단지 내 산업용지 비율이 65%로 기업 활동 중심의 단지 조건을 갖췄다.

대구시는 AI 기반 미래모빌리티와 첨단로봇을 중심으로 한 미래 스마트기술 거점으로 조성할 계획이다. 휴머노이드 로봇, 자율주행, 스마트제조 등 첨단산업 기술 고도화를 적극 지원한다는 방침이다.

4대 특화전략도 제시했다. 기존 제조거점인 성서-달성-국가산단과 연계한 신산업벨트 구축, 국가첨단전략산업 특화단지를 통한 융합거점 조성, 기회발전특구 추가 지정을 통한 전략적 투자 유치, 재생에너지를 접목한 스마트그린산단 조성 등이다.

후속 절차도 속도를 낸다. 대구시는 2030년 조성 완료를 목표로 오는 8월 중 설계용역을 발주하고 산업단지계획 수립 및 국토부 승인절차를 차질 없이 진행할 계획이다.

현재 달성군 구지면 소재 대구국가산단은 총 207개사, 116만 평 규모로 분양이 순조롭게 진행 중이다. 이번 예타 확정으로 산업용지 50만 평의 미래동력 기반을 추가 확보해 2030년까지 중단 없는 산업용지 공급이 가능해졌다.

Four specialized strategies were also proposed. These include establishing a new industrial belt linking the existing manufacturing bases of Seongseo-Dalseong-National Industrial Complex; fostering convergence hubs through specialized national high-tech strategic industrial complexes; attracting strategic investment through additional designations of opportunity development special zones; and developing smart green industrial complexes incorporating renewable energy.

Follow-up procedures are also being expedited. Daegu City plans to commission design services in August and proceed smoothly with the establishment of an industrial complex plan and the Ministry of Land, Infrastructure and Transport approval process, aiming for completion by 2030.

Currently, the Daegu National Industrial Complex, located in Guji-myeon, Dalseong County, is smoothly undergoing sales for 207 companies, spanning 1.16 million pyeong (approximately 3.5 million sq ft). With this preliminary feasibility study, an additional 500,000 pyeong (approximately 1.6 million sq ft) of industrial land has been secured, securing a future-driven foundation and ensuring uninterrupted supply of industrial land until 2030.

Kim Jeong-gi, acting mayor of Daegu Metropolitan City, said, "By establishing a new national industrial complex for the first time in 16 years, we have created an opportunity to leap forward as a leading hub for future smart technologies." He added, "We will do our best to ensure that the swift commencement of construction and successful establishment of the second national industrial complex can become a new growth engine for Daegu."
