농촌 기본소득 시범사업은 농촌 지역 주민의 기본적인 생활 안정을 도모하고 지역경제의 선순환 구조를 구축하기 위한 정책으로, 대상 군민에게 월 20만 원을 지역사랑상품권 형태로 지급한다. 지급 수단은 체크카드(영양사랑카드) 또는 선불카드 방식이다.

신청 대상은 영양군에 주민등록을 두고 실제 거주 중인 주민으로, 주소지 관할 읍·면사무소를 방문해 본인이 직접 신청해야 한다. 다만 신청 일정은 읍·면별 계획에 따라 상이하므로, 방문 전 관할 읍·면사무소에 사전 문의가 필요하다.

미성년자나 피후견인의 경우 대리 신청이 가능하며, 이때 대리인의 신분증과 가족관계증명서 등 관계를 확인할 수 있는 서류를 제출해야 한다. 또한 2025년 10월 20일 이후 전입한 신규 거주자는 매매계약서 또는 임대차계약서, 거주 사실을 확인할 수 있는 사진 등 실제 거주를 증빙할 수 있는 서류를 추가로 제출해야 한다.

기본소득 수령을 위해서는 지역상품권 ‘chak’ 앱 설치 및 회원가입을 통한 체크카드(영양사랑카드) 발급이 필수다. 체크카드는 ‘chak’ 앱을 통한 온라인 발급이 가능하며, 신분증과 본인 명의 휴대전화를 지참해 관내 금융기관(농·축협, 우체국)을 방문하면 오프라인 발급도 받을 수 있다.

영양군은 신청 초기 금융기관 혼잡을 최소화하기 위해 ‘chak’ 앱을 통한 온라인 카드 신청을 적극 권장하고 있다. 금융기관 방문이 필요한 경우에도 사전에 앱 설치와 회원가입을 완료한 후 방문해 줄 것을 당부했다.
