이번 사업은 예비타당성조사 면제 사업인 ‘지역거점 AX혁신 기술개발 사업’과 연계해 추진된다. 지역 기업의 AI 도입 장벽을 낮추고, 전통 제조업 중심의 산업 구조를 고도화하는 것이 핵심 목표다.

현재 지역 기업의 90% 이상이 AI 도입 초기 단계에 머물러 있지만, 기술 전환 수요와 의지는 높은 것으로 파악되고 있다. 이에 따라 대구시는 기업 맞춤형 AX 지원 체계를 구축해 ‘AX 선도도시’ 비전을 구체화할 방침이다.

사업은 지난해 12월 국회 예산안 통과로 확정됐으며, 대구경북과학기술원(DGIST)과 공동으로 추진한다. 총사업비는 477억 원(국비 396억 원, 시비 81억 원) 규모다.

대구시는 2026년 추가경정예산을 통해 부지 매입비 81억 원을 확보하고, 설계 공모 등 행정 절차를 거쳐 2027년 착공, 2029년 준공을 목표로 사업을 속도감 있게 추진할 계획이다.

허브에는 △로봇·모빌리티 △뇌질환 헬스케어 △지능형 반도체 등 3대 미래산업 분야별 AX혁신센터가 들어선다. 기술개발부터 실증, 사업화에 이르는 전 주기 지원 체계를 구축해 산업별 특화 AX 모델을 구현한다.

로봇·모빌리티 분야는 지역 기업과 협력해 부품 제조 공정의 자율화·지능화 기술을 실증하고 생산 효율성과 품질 경쟁력을 높인다. 뇌질환 헬스케어 분야는 지역거점 병원 및 바이오 벤처와 연계해 AI 기반 진단·치료 의료기기 개발을 지원하고, 임상 데이터 플랫폼을 구축할 예정이다. 지능형 반도체 분야는 자율 학습·판단 기능을 갖춘 차세대 반도체 소자 설계·제작을 지원해 지역 반도체 산업의 기술 경쟁력을 강화한다.

아울러 대구시는 혁신허브를 지역 대학·연구소·기업 등 20여 개 기관이 참여하는 AX 융합 연구 네트워크의 중심축으로 운영할 계획이다. 기업 공동 연구와 창업 지원, AX 정책 총괄 기능을 수행하는 전담 조직으로 육성해 산·학·연 협력 기반을 강화한다는 구상이다.

정의관 대구광역시 미래혁신성장실장은 “산업AX혁신허브 구축은 대구가 제조도시를 넘어 대한민국 대표 AX 선도도시로 도약하는 이정표가 될 것”이라며 “수성알파시티를 전국의 AI 인재와 기업이 모여드는 역동적인 AX 생태계로 조성하겠다”고 말했다.

This project will be implemented in conjunction with the 'Regional Hub AX Innovation Technology Development Project,' a project exempt from the preliminary feasibility study. Its core goals are to lower the barriers to AI adoption for local companies and to upgrade the industrial structure centered on traditional manufacturing.

Currently, over 90% of local companies are in the early stages of AI adoption, but the demand and commitment to technological transformation are believed to be strong. Accordingly, Daegu City plans to establish a customized AX support system for companies to solidify its vision as an 'AX Leading City.'

The project, approved by the National Assembly budget bill in December of last year, will be implemented jointly with the Daegu Gyeongbuk Institute of Science and Technology (DGIST). The total project cost is 47.7 billion won (39.6 billion won from the national government and 8.1 billion won from the city).

Daegu City plans to secure 8.1 billion won for land acquisition through the 2026 supplementary budget and, following administrative procedures such as a design competition, accelerate the project with a goal of commencing construction in 2027 and completing it in 2029.

The hub will house AX Innovation Centers for three future industries: robotics and mobility, brain disease healthcare, and intelligent semiconductors. A full-cycle support system, spanning technology development, validation, and commercialization, will be established to implement industry-specific AX models.

The robotics and mobility sector will collaborate with local companies to demonstrate autonomous and intelligent technologies in parts manufacturing processes, enhancing production efficiency and quality competitiveness. The brain disease healthcare sector will support the development of AI-based diagnostic and therapeutic medical devices in collaboration with regional hospitals and biotech ventures and establish a clinical data platform. The intelligent semiconductor sector will support the design and manufacturing of next-generation semiconductor devices with autonomous learning and decision-making capabilities, thereby strengthening the technological competitiveness of the local semiconductor industry.

Furthermore, the Daegu Metropolitan City plans to operate the Innovation Hub as the central axis of the AX Convergence Research Network, involving approximately 20 local universities, research institutes, and companies. The plan is to foster the hub as a dedicated organization responsible for joint corporate research, startup support, and AX policy oversight, thereby strengthening the foundation for collaboration among industry, academia, and research institutes.
