대구시는 오는 4월 8일부터 공영주차장 33개소(4,114면)를 대상으로 승용차 5부제를 본격 시행한다고 밝혔다. 이번 조치는 공공부문이 선도적으로 교통 수요를 관리해 에너지 절감 노력을 민간으로 확산하기 위한 취지다.
앞서 시는 지난 4월 1일부터 국채보상공원 주차장 등 2개소에서 시범 운영을 실시했으며, 이를 토대로 대상 범위를 대폭 확대했다.
5부제는 차량번호 끝자리를 기준으로 요일별 이용을 제한하는 방식이다. 월요일에는 1·6번, 화요일 2·7번, 수요일 3·8번, 목요일 4·9번, 금요일 5·0번 차량의 주차장 이용이 제한되며, 토요일과 일요일, 공휴일은 적용되지 않는다.
다만 전통시장과 환승주차장 등 서민 생계 및 대중교통 이용과 밀접한 시설은 적용 대상에서 제외된다. 또한 전기차와 수소차 등 친환경 차량을 비롯해 국가유공자, 장애인, 임산부 및 유아 동승 차량 등도 예외로 인정된다. 하이브리드 차량과 경차는 적용 대상에 포함된다.
대구시는 제도 시행에 따른 시민 불편을 완화하기 위해 대중교통 이용 활성화 정책도 병행한다. 승용차요일제 참여 시 공영주차장 요금 50% 할인과 대중교통 마일리지를 제공하고, 월 15회 이상 대중교통 이용 시 요금을 환급해 주는 ‘K-패스(모두의 카드)’ 제도를 통해 대중교통 전환을 유도할 계획이다.
