대구시는 25일 시청 동인청사에서 김정기 대구광역시장 권한대행 주재로 정례회의를 열고 ‘2026년 반부패 청렴정책 종합계획’을 공유했다.

회의에 앞서 조직 전반의 청렴 정책 추진을 총괄할 ‘청렴도약 추진단’도 공식 발족했다. 추진단은 권한대행을 단장으로 실·국·본부장 등 간부 공무원이 참여하는 조직으로, 부패 취약 분야 개선과 부서별 청렴책임제 운영을 통해 정책 실행력을 높일 방침이다.

이번 종합계획은 지난해 종합청렴도 평가 결과와 내·외부 인식조사 등을 반영해 수립됐으며, 4대 전략과 8대 핵심과제, 32개 실천과제로 구성됐다.

4대 전략은 ▲반부패 청렴정책 추진체계 고도화 ▲취약분야 개선 및 선제적 비위 차단 ▲반부패 청렴제도 실효성 강화 ▲공직 혁신 및 청렴문화 정착이다.

이날 회의에서는 공사·용역·위탁사무 등 취약 분야 관리 강화와 업무 투명성 제고 방안이 집중 논의됐다. 아울러 소극행정 근절과 업무 프로세스 개선, 갑질 근절 대책 등 조직 혁신 과제도 점검됐다.

대구시는 이를 통해 내부 체감형 청렴도를 높이고 시민이 신뢰할 수 있는 행정 구현에 속도를 낼 계획이다.

김 권한대행은 “최근 2년간 3등급에 머문 종합청렴도를 반드시 상위권으로 끌어올려야 한다”며 “고위직이 솔선수범해 취약 분야를 체계적으로 개선하고, 투명하고 공정한 시정을 구현해달라”고 강조했다.

Daegu Metropolitan City is embarking on high-intensity integrity innovation with the goal of entering the top ranks of the overall integrity ranking.

The four major strategies are: ▲ upgrading the implementation system for anti-corruption and integrity policies; ▲ improving vulnerable areas and preemptively blocking misconduct; ▲ strengthening the effectiveness of anti-corruption and integrity systems; and ▲ innovating public service and establishing a culture of integrity.

At the meeting, discussions focused on strengthening management in vulnerable areas, such as public works, outsourcing, and entrusted affairs, as well as measures to enhance operational transparency. In addition, organizational innovation tasks were reviewed, including the eradication of passive administration, improvement of work processes, and measures to eliminate abuse of power.

Through these efforts, Daegu City plans to increase internally perceived integrity and accelerate the implementation of an administration that citizens can trust.

Acting Mayor Kim emphasized, "We must raise our overall integrity rating, which has remained at Grade 3 for the past two years, to the upper tier," adding, "Senior officials must take the lead in systematically improving vulnerable areas and implementing transparent and fair city administration."
