대구시는 3월 27일 '의료·요양 등 지역 돌봄의 통합지원에 관한 법률'시행에 맞춰 ‘단디돌봄’을 시행한다고 밝혔다.

통합돌봄은 노인과 장애인 등 일상생활이 어려운 대상자가 시설이나 병원이 아닌 지역사회에서 의료·요양·돌봄 서비스를 통합적으로 지원받을 수 있도록 하는 제도다. 특히 지방자치단체가 중심이 돼 대상자 발굴부터 상담, 서비스 연계까지 전 과정을 수행하는 것이 특징이다.

대구시는 이러한 제도의 특성을 반영해 지역 여건에 맞춘 특화 모델인 ‘단디돌봄’을 마련했다. ‘단디돌봄’은 경상도 방언 ‘단디(제대로, 확실히)’에서 착안한 명칭으로, 한 번의 신청으로 필요한 돌봄을 제공받는 체계를 의미한다.

시는 제도 시행에 앞서 관련 조례 제정과 전담 조직 및 인력 배치, 현장 공무원 교육, 민관 협력체계 구축 등 실행 기반을 마련했으며, 총 90여 개의 돌봄 서비스를 준비했다.

지원 대상은 노쇠, 장애, 질병 등으로 일상생활 유지가 어려운 노인과 장애인으로, 주소지 관할 읍·면·동 행정복지센터나 국민건강보험공단 지사를 통해 신청할 수 있다. 신청 후 방문조사를 거쳐 대상자로 선정되며, 서비스 제공까지는 약 한 달 정도 소요된다.

주요 서비스는 방문 진료와 건강관리, 방문요양 및 목욕, 식사 지원, 가사·청소, 병원 동행, 주거환경 개선 등이다. 이용 비용은 소득 수준 등에 따라 차등 적용된다.

대구시는 지난해 9월부터 9개 구·군을 대상으로 시범사업을 운영해 6개월간 402건의 신청 중 186명에게 서비스를 연계하는 등 현장 경험을 축적했다.

실제 사례로 동구의 한 고령자는 통합돌봄을 통해 식사 지원과 병원 동행 서비스를 제공받으며 건강 상태와 생활 환경이 개선됐고, 달서구의 또 다른 대상자 역시 방문 진료와 돌봄 서비스를 통해 일상생활 유지 능력이 향상된 것으로 나타났다.

대구시는 통합돌봄 체계를 통해 돌봄 사각지대를 해소하고 시민 삶의 질을 높이는 데 행정력을 집중할 방침이다.

이재홍 대구시 보건복지국장은 “통합돌봄은 시민이 익숙한 환경에서 건강한 삶을 지속할 수 있도록 지원하는 핵심 정책”이라며 “제도가 현장에 안정적으로 정착하고 시민들이 체감할 수 있도록 지속적으로 보완해 나가겠다”고 말했다.
