이번 계획은 '청년기본법'과 '포항시 청년친화도시 조성에 관한 조례'에 근거해 마련된 5개년 로드맵이다. 시는 연구용역과 설문조사, 전문가 간담회 등을 통해 지역 특성과 산업 구조를 반영한 정책 방향과 실행 과제를 도출했다.

시는 ‘청년이 중심이 되어 지역 혁신을 이끄는 도시’를 비전으로 ▲도전: 청년이 미래에 도전하는 도시 ▲정착: 청년이 미래에 정착하는 도시 ▲행복: 청년이 미래에 행복한 도시 ▲동행: 청년과 함께 미래를 그리는 도시 등 4대 목표를 제시했다.

이를 위해 5년간 총 5,588억 원 규모의 예산을 투입해 일자리(취업)·교육, 일자리(창업)·교육, 주거, 복지·문화, 참여·권리 등 5대 분야 93개 과제를 추진한다.

일자리·교육 분야에서는 이차전지, 바이오, 수소, AI 등 신성장 산업과 연계한 인재 양성에 집중한다. ‘글로컬대학30’ 및 ‘RISE’ 사업과 연계해 지역 대학과 협력하고, 기업 맞춤형 인재를 육성한다는 방침이다. 재학-구직-장기근속으로 이어지는 생애주기별 지원을 강화하고, 예비·초기·도약 단계별 창업 지원 체계를 고도화해 포항형 혁신 스타트업 생태계를 구축한다.

주거 분야에서는 청년 정주 여건 개선에 초점을 맞춘다. 저렴한 임대료의 ‘포항형 천원주택’을 공급하고, 월세 및 임차보증금 이자 지원 등 금융 지원을 병행한다. 온·오프라인 통합 주거 정보 서비스 체계도 마련해 접근성과 안정성을 높일 계획이다.

복지·문화 분야는 청년 근로자의 자산 형성과 문화·여가 기반 확충에 중점을 둔다. 해양·관광 자원을 활용한 웰니스 프로그램과 청년 주도형 계절 축제 등 참여형 콘텐츠를 확대해 ‘머물고 싶은 도시’ 환경을 조성한다.

참여·권리 분야에서는 청년정책학교와 청년정책조정위원회 운영을 통해 청년 의견이 시정에 반영되는 거버넌스를 강화한다. 청년 전용 공간 ‘청춘센터’를 소통 거점으로 활성화하고, 온라인 정책 제안·투표 플랫폼을 구축해 우수 제안이 실제 사업으로 연계되는 구조를 마련할 예정이다.
