포항시는 지난 4일 시청 재난안전상황실에서 읍면동 안전담당자를 대상으로 ‘봄철 해빙기 대비 재난 현장대응 소통회의’를 개최했다. 이번 회의는 최근 건조한 기후로 인한 산불 위험과 겨울 막바지 한파·대설로 인한 시민 불편을 사전에 차단하기 위해 마련됐다.

이날 회의에는 각 구청과 29개 읍면동 안전담당자가 참석해 지역별 특성을 반영한 해빙기 한파·대설 대책과 봄철 산불 예방 방안을 집중 논의했다. 시는 초동 대응 역량 강화를 핵심 과제로 설정하고, 현장 대응 체계 전반을 재점검했다.

특히 봄 나들이철을 맞아 행락객 증가에 대비해 인파 밀집 사고 예방에 만전을 기하고, 주요 관광지 및 다중이용시설에 대한 안전 점검을 강화하기로 했다. 쓰레기 소각, 화목보일러 사용 부주의 등 화재 발생 요인을 사전에 차단하기 위한 예찰 활동도 대폭 확대한다.

해빙기 잦은 강수·강설로 인한 도로 결빙과 제설 취약 구간에 대한 점검도 병행한다. 시는 24시간 상황관리 체계를 운영해 위험 징후 포착 시 관련 부서 및 유관기관에 즉시 전파, 신속 대응에 나설 방침이다. 대형 산불에 대비해 읍면동별 비상근무 체계를 강화하고, 불법 소각 행위에 대해서는 관련 법령에 따른 행정처분을 엄정 적용할 계획이다. 또한 재난안전통신망 훈련을 실시해 유관기관 간 협력체계를 한층 공고히 한다.

주요 점검 항목은 ▲매립장 제방 및 구조물 침하·균열 여부 ▲우수 배제시설 관리 상태 ▲침출수 처리시설 및 배관의 균열·누액 여부 ▲재활용 선별장 주변 사면·옹벽 유실 및 손상 여부 등이다. 경미한 사항은 현장에서 즉시 시정하고, 보수·보강이 필요한 사안은 별도 계획을 수립해 신속히 개선공사를 추진한다는 방침이다.

김복수 도시안전주택국장은 “봄철은 대형 산불 위험이 큰 시기인 만큼 마을 단위 예찰과 점검이 무엇보다 중요하다”며 “겨울 막바지 한파와 대설로 인한 시민 불편을 최소화하고, 현장 중심의 적극 행정으로 안전한 도시 환경을 조성하겠다”고 밝혔다.

이지형 자원순환과장도 “해빙기 매립장과 재활용 선별장에 대한 철저한 점검을 통해 위험 요소를 사전에 제거하겠다”며 “시설물의 체계적 보수·관리를 통해 생활폐기물 처리 공정에 차질이 없도록 만전을 기하겠다”고 말했다.
