포항시는 2026년 슬레이트 처리 지원사업에 총 7억9,804만 원의 사업비를 투입해 주택과 비주택 슬레이트 건축물 199동을 대상으로 철거와 지붕개량을 지원할 계획이라고 밝혔다.

세부 사업 규모는 ▲주택 슬레이트 철거 156동 ▲주택 지붕개량 19동 ▲창고·축사 등 비주택 슬레이트 철거 24동이다.

지원 금액은 대상별로 차등 적용된다. 주택 철거의 경우 일반 가구는 1동당 최대 700만 원까지 지원되며, 기초생활수급자 등 취약계층은 철거 비용 전액을 지원받을 수 있다.

특히 취약계층을 대상으로 한 주택 지붕개량 사업은 최대 1천만 원까지 지원해 주거 안정성을 높일 계획이다. 창고나 축사 등 비주택 건축물은 슬레이트 면적이 200㎡ 이하일 경우 철거 비용을 전액 지원해 시민들의 경제적 부담을 줄일 것으로 기대된다.

시는 올해 한시적으로 ‘폐슬레이트 수거의 해’도 운영한다. 노후화나 자연재해로 파손된 슬레이트 지붕뿐 아니라 부지 내 방치된 슬레이트 잔재물까지 수거 대상에 포함해 석면 노출 위험을 최소화하기 위한 조치다.

사업 참여를 희망하는 시민은 건축물 사진을 지참해 예산 소진 전까지 건축물 소재지 읍·면·동 행정복지센터에 신청하면 된다. 이후 대상자 확정, 업체 방문 면적 조사, 철거 및 지붕개량 순으로 사업이 진행된다.

다만 지원 한도를 초과하는 비용은 신청인이 부담해야 하며, 사업 대상자로 선정되기 전에 임의로 철거를 진행한 경우에는 비용 지원이 불가능하다.

박선영 포항시 환경정책과장은 “1급 발암물질인 석면으로부터 시민 건강을 보호하고 쾌적한 도시환경을 조성하기 위해 시민들의 적극적인 참여를 바란다”고 말했다.

This year, the city will also implement a temporary "Year of Waste Slate Collection." This measure aims to minimize the risk of asbestos exposure by collecting not only slate roofs damaged by aging or natural disasters, but also slate residue left on the property.

Citizens wishing to participate in the project should submit a photo of the building to the local administrative welfare center, township, or neighborhood office, before the budget runs out. The project will then proceed with the following steps: finalizing eligibility, visiting a company to conduct an area survey, and then demolition and roof renovation.

However, applicants will be responsible for any costs exceeding the subsidy limit. Demolition carried out before being selected as a recipient will not be eligible for support.
